Members of the Council:

You are hereby summoned to the Extraordinary Meeting of the Parish Council which will be held in the Village Hall on Tuesday 30 August 2022 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend the meeting and may address the Council, during the Public Participation Session, Item 5 on the agenda.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person is normally able to film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Annual Meeting of the Parish Council held on 28 July 2022.

4. To review progress on all outstanding actions from minutes of previous meetings.

2021/117.2.6: Village Hall Car Park
Cllr Levett to instruct R Williams to undertake the General Clean for £80. Cllr Levett to seek a further quote for ongoing spraying services to remove moss.

2021/189: BMSDC Public Realm Land
A formal Letter of Complaint to be made to the CEO, BMSDC about lack of any response to various letters from the Parish Council.

2021/192.2.2: Glebe Land
Cllr Morley to instruct BL Colson to top out the Glebe Land and subsoil and prepare the seed bed for the Allotments. Cllr Morley to obtain further quotes to clear the site of rubbish and to create a path through the Allotment.

2021/194: Local Needs Housing
The Clerk will submit an application for ‘Granting of a new right of common and application for registration of a right in the commons register’.

2021/195.2: Highways & Emergencies
A site meeting was arranged for 6.30pm on Wednesday 3rd August to enable all Cllrs to understand the problems and discuss possible options for a Footpath along Howe Lane.

2021/215: New Bus Shelter
District Cllr Arthey confirmed that Christine Thurlow would be submitting Cockfield’s application to the Cabinet meeting on 5th September 2022, where a decision would be taken. (Note: Subsequent to the meeting, Christine Thurlow advised that the Parish Council would need to provide a 25-year lease for the use of the land, before BMSDC would release any funding)

2022/037: Village Minibus
The Clerk confirmed that an invoice had been issued to the GLT and payment was awaited.

2022/052: Queen’s Platinum Jubilee
The Clerk to write a Thank You letter to the Nethergate Brewery for their kind donation of Beer for the Queen’s Platinum Jubilee Event.

2022/053.2.1: Greens Management
The contractor will undertake the repairs to the Pavilion Balustrade and the Bandstand week commencing 01/08/22. The Clerk has provided a paint specification for the Bandstand and is seeking a quotation.
Cllr Morley to instruct a local contractor to replace the hardwood support post for the Village Sign and concrete it in, up to the agreed budget figure.

2022/053.2.8: Pavilion
The Clerk to instruct S & N Electrical to undertake the 5-yearly NICEIC Electrical Condition Assessment and Report for the Pavilion

2022/066.2.8: Pavilion
Cllr J Brinkley to obtain quotations from contractor to paint Pavilion and the Pavilion Shed (Labour only). The Parish Council would purchase and supply the barn paint.

6. Planning:

6.1 To consider any applications received which have been referred to the Parish Council:

DC/22/02966: Full Planning Application. Retention of change of use of land to garden curtilage. Change of use and conversion of and alterations to existing ancillary (detached) outbuilding to form additional guest accommodation to host dwelling: 2 Willow Bridge Cottages, Willow Bridge, Cockfield, IP30 0JA. (Planning Consultation Deadline 29th August 2022, extended until 2nd September 2022).

DC/22/03982: Householder Application – Erection of a two-storey side extension (conversion of existing machinery building): Windsor Green Farm Barn, Windsor Green, Cockfield, Bury St Edmunds Suffolk IP30 0LY (Panning Consultation Deadline 7th September 2022.)

6.2 To note any Babergh District Council planning permissions/refusals received:

DC/22/03578: Discharge of Conditions Application for DC/20/05222- Condition 3 (Contamination and Final Verification): The Former Garage, Great Green, Cockfield, Suffolk. Decision: Conditions Approved.

7. Finance:
7.1 To authorise Payments as presented (including those on the August Payments Pre-authorisation Schedule) and to note Income received.
7.2 To authorise the quotation from S & N Electrical to undertake the remedial electrical works at the Pavilion, to close out the NICEIC Inspection Report (C2) failures:

8. Correspondence:
To consider the correspondence received and to agree any appropriate actions.
8.1 Email dated 10/08/22 from D Largent (PA to BMSDC CEO) acknowledging Parish Council’s letter of complaint.
8.2 Email dated 12/08/22 from Acorn A/C Ltd confirming that the annual service of the Pavilion A/C will be undertaken on Wednesday 13th September.
8.3 Letter dated 17/08/22 from UK Power Networks seeking consent to install a low voltage power supply across part of the Great Green, the road and across land adjacent to the Plough & Fleece, to supply the site of the 28 dwellings behind. Cllrs need to authorise Clerk to sign on behalf of Parish Council.
8.4 Email dated 17/08/22 from Crawfords (Loss Adjusters) confirming 1st Monitoring readings on Pavilion will be provided in September.
8.5 Email dated 19/08/22 from Crime & Police Commissioners Office providing dates for ‘Your Police, Your Say’ Public Meetings for 2022.
8.6 Email dated 22/08/22 from resident complaining about cars parking on Great Green.
8.7 Email from S & N Electrical containing NECIEC Test Report, photos and quotation.
8.8 Community Broadcast advising of Norman Gregory’s passing.
