You are hereby summoned to the Ordinary Meeting of the Parish Council which will be held in the Village Hall on Thursday 28 July 2022 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend the meeting and may address the Council, during the Public Participation Session, Item 5 on the agenda.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person is normally able to film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Annual Meeting of the Parish Council held on 23 June 2022.

4. To review progress on all outstanding actions from minutes of previous meetings.

2021/117.2.6: Village Hall Car Park
Decision on whether to accept quotation for the Village Hall Car Park maintenance deferred until July PC Meeting. Clerk to seek update from Cllr Levett.
Clerk had written to Contractor and is awaiting a response on the repair of the car park spillage.

2021/189: BMSDC Public Realm Land
Clerk to write to Mr Charvonia (BMSDC CEO) to seek urgent update on what action BMSDC & SCC Highways have taken regarding the site lines exiting Dukes Meadow and realignment of the neighbouring fence and copy the email to District Cllrs Maybury & Arthey.

2021/192.2.2: Glebe Land
Cllrs Webster to continue to seek quotations for weed killing and rotovating.
Cllr Webster to purchase combination padlocks for the two sets of allotment gates. The Clerk to contact a local land owner to ascertain whether they would cut the meadow for the hay.

2021/194: Local Needs Housing
The Clerk to submit an application for ‘Granting of a new right of Common and application for registration of a right in the Commons Register.

2021/195.2: Highways & Emergencies
The Parish Council are awaiting confirmation from D Hodge Farms Ltd that they will allow a permissive footpath along Howe Lane. (Phase 1).
The Parish Council are awaiting the SCC Highways feasibility study and cost estimates to provide a footpath in Howe Lane (Phase 2).

2021/206: Skirting Back Footpath at Cross Green
Cllr C Brinkley to instruct contractor to cut the verges if SCC fail to adhere to their Grass Verge Cutting Programme. The Clerk to attempt to obtain reimbursement.

2021/215: New Bus Shelter
Clerk is awaiting BMSDC’s decision on what evidence is required from the PC regarding permission to build the Bus Shelter on private land.

2022/037: Village Minibus
Cllr C Brinkley to negotiate with the Green Light Trust regarding the sale of the minibus.

2022/052: Queens Platinum Jubilee
The Clerk to write a thank you letter to the Nethergate Brewery for their kind donation of Beer for the Queens Platinum Jubilee Event.

2022/053.2.1: Greens Management
The Clerk to instruct a contractor to undertake repairs to the Bandstand.
The Clerk to provide a paint specification to the contractor to enable him to price the subsequent redecoration of the Bandstand.
Cllrs Morley, C Brinkley and Turner inspect the Village sign and post to propose a way forward to refurbish as required.

2022/053.2.8: Pavilion
. The Clerk to instruct the Contractor to undertake the repairs to the Pavilion Balustrade.
The Clerk to obtain quotations for the 4-yearly electrical testing of the pavilion.

2022/056: Correspondence
The Clerk to report vandalism to BT telephone box at Cross Green.
The Clerk to write to the School and the Community Council asking them to remove their advertising banners on the corners of the Great Green.

DC/22/02540: Application for approval of Reserved Matters and Conditions 4, 5, 6 and 7 following Outline Planning Permission DC/18/03048 and subsequent allowed at appeal APP/D3505/W/18/3213481 Town and Country Planning 2015 – Submission of Details for Appearance, Landscaping, Layout and Scale for the erection of 5No dwellings. Plough and Fleece Inn, Great Green, Cockfield, Bury St Edmunds Suffolk IP30 0HJ Reason(s) for re-consultation: Revised plans received 19th July 2022 (Consultation Submission Deadline 12/08/2022).

DC/22/03572: Submission of Details (Reserved Matters in Part) and Discharge of Condition 6 (Ground floor levels) under Outline Planning Permission DC/21/03681 for the Access, Appearance, Landscaping, Layout and Scale of 1no dwelling (Plot 26) 19 Old Stone Pit Way, (Land Adjacent to Mackenzie Place), Cockfield, IP30 0HY (Consultation Submission Deadline 12/08/2022).

6.2 To note any Babergh District Council planning permissions/refusals received:

DC/22/01627: Full Planning Application – Construction of stables/store Land At Earls Hall Farm, Earls Hall Road, Cockfield, Suffolk IP30 0JD. Decision: Planning Permission has been Granted

DC/22/01835: Application under Section 73 of the Town and Country Planning Act 1990 – Variation of Condition 2 (Approved Plans and Documents) of Reserved Matters Approval DC/21/01336 dated 02/11/2021 – Submission of Details (Reserved Matters in Part) following approval of DC/18/00474 and subsequent DC/20/04440 for the Appearance, Layout, Scale and Landscaping of Plot 2. (Phased development for the erection of 3No dwellings) Plot 2, Bury Road, Cross Green, Cockfield Suffolk. Decision: Planning Permission has been Granted

7. Finance:
7.1 To receive a financial statement and report.
7.2 To authorise Payments as presented and to note Income received.
7.3 To authorise the following quotations from S Bradnam:
7.3.1 Cutting down & removing dead Alder tree on Great Green & removing for £80 + VAT
7.3.2 Grinding out Alder Tree stump on Great Green for £60 + VAT
7.3.3 Removing large dead Thuja branch in Cemetery for £80 + VAT.

To undertake full review of 2022/23 Maintenance Requirements for budget preparation purposes.

1. Letter of complaint about Contractor parking around the junction at Great Green – Clerk to provide update.
2. Thank you letter from ‘Our Special Friends’ for the PC donation (in lieu of payment to the Queens Platinum Jubilee Event band).
3. HISCOX Subs/Crawfords update on Pavilion initial monitoring level readings – Letter forwarded to Cllrs Southgate & Levett.
4. Sport England Questionnaire – Clerk has completed & returned..
5. Green Light Trust confirmation of proposed payment for Minibus on 29/07/22.

15. Next Meetings:
There is no Ordinary Meeting of the Parish Council scheduled for August, however an Extraordinary Meeting may be convened to consider any Planning Applications received.
The next Ordinary Meeting of the Parish Council will be held on Thursday 29 September 2022 at 7.30pm, in the Village Hall.
