You are hereby summoned to the Ordinary Meeting of the Parish Council which will be held in the Village Hall on Thursday 25 October 2018 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend and may address the Council, during the Public Participation Session, Item 4 on the agenda.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person may film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions. Would any person intending to report please give notice before the start of the meeting to the Clerk or Chairman of the Council to enable reasonable facilities to be afforded.

AGENDA

1.         To receive any apologies for absence.

2.         To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3.         To approve the minutes of the Annual Meeting of the Parish Council held on 27 September 2018.

4.         Public Participation Session: including Suffolk County Councillor and Babergh District Councillor Reports. (15 minutes).

5.         Planning:

5.1       To consider any applications received which have been referred to the Planning Consultation Group:

DC/18/04398 – Full Planning Application: Erection of 1 No. dwelling and creation of new vehicular access.  1 Willow Bridge Cottages, Willow Bridge, Cockfield, Bury St Edmunds Suffolk IP30 0JA.

5.2       To note any applications considered, the deadlines for which were in advance of this meeting including:

5.3       To note any Babergh DC planning permissions/refusals received including:

DC/18/03293 – Planning Application for extension to existing haulage yard and trailer wash facility. Loft Farm, Cross Green, Cockfield, Bury St Edmunds. IP30 0LJ. Planning Permission has been Granted.

DC/18/03294 – Planning Application for erection of extension to existing office.

Loft Farm, Cross Green, Cockfield, Bury St Edmunds. IP30 0LJ. Planning Permission has been Granted.

DC/18/03805 – Non-material amendment to Application DC/17/04865. Amendment to windows in north west elevation and addition of brick detailing.

Amendment Details Approved.

DC/18/03667 – Discharge of Conditions: Application for DC/18/00474 Condition 6 (Archaeological Works).  Land at Bury Road, Cross Green, Cockfield, Bury St Edmunds. IP30 0LG.  Approved Condition.

6.         Finance:

6.1       To receive a financial statement and report, including the latest position with the 2018-2019 Council budget.

6.2       To authorise payments as presented and to note income received.
7.         CIL Funding:
7.1       Acceptance of CIL123 offers.
7.2       Working Group proposals for potential projects to be funded by the second instalment of Parish Neighbourhood CIL – £18,424.13.

9.         Data Protection Regulation:

No progress since last meeting on audit of data stored in the Village Hall.

10.      Dukes Meadow:

No progress since last meeting.

11.       Telephone Boxes:
11.1    Cllr Turner to update the meeting regarding costs to paint the two heritage boxes.
11.2    Clerk to update the meeting on status regarding removal of telephone boxes on Great Green and Windsor Green and on the potential relocation of the telephone box in Howe Lane to Great Green.

12.       Cross Green:
Clerk to update the meeting on Suffolk Highways traffic management controls for kerbing work at Cross Green.

13.      Playground Signs:
Clerk to update the meeting on progress with the installation of the Playground Signs at Great Green.

14.       Defibrillator:

Clerk to update the meeting on progress on Defibrillator and Telephone Kiosk.

15.       Pavilion:

15.1    Cllr Webster to update the meeting on progress in drafting a standard Parish Council Hire Agreement for the hire of the Pavilion facilities,

15.2    Clerk to update the meeting on actions relating to Pavilion:

15.2.1: Insurance update

15.2.2: QS Fee estimate

15.2.3: Football Club documentation

15.2.4: Annual Operating Cost Projections

16.       11th November Beacon Lighting Ceremony on the Great Green:

Cllr Ruffell to update the meeting on the ceremony.

To note that the next Ordinary Meeting of the Parish Council is scheduled for  Thursday 29 November in the Village Hall beginning at 7.30pm.
