You are hereby summoned to the Ordinary Meeting of the Parish Council which will be held in the Village Hall on Thursday 28 February 2019 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend and may address the Council, during the Public Participation Session, Item 4 on the agenda.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person may film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions. Would any person intending to report please give notice before the start of the meeting to the Clerk or Chairman of the Council to enable reasonable facilities to be afforded.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Extraordinary Meeting of the Parish Council held on 12 February 2019.

4. Public Participation Session: including Suffolk County Councillor and Babergh District Councillor Reports. (15 minutes).

DC/19/00361 – Non-Material Amendment DC/18/05163: Change of colour from white to grey for all new and replacement doors and windows. Change bathroom side window. 2 Dukes Meadow, Cockfield, Bury St Edmunds, Suffolk IP30 0HR. Amendment Details Approved.

DC/18/05573 – Full Planning Application – Conversion and adaptation of existing outbuilding to create a residential annexe: Bullswood Lane Farm, Bullswood Lane, Cockfield, Bury St Edmunds Suffolk IP30 0JE.
Planning Permission has been Granted.

DC/18/04698 – Householder Application. Erection of a single storey extension to annexe: South Barn, Cross Green, Cockfield, Bury St Edmunds Suffolk IP30 0LG.
Planning Permission has been Granted.

DC/18/04716 – Application for Listed Building Consent. Erection of a single storey extension to annexe: South Barn, Cross Green, Cockfield, Bury St Edmunds Suffolk IP30 0LG.
Listed Consent has been Granted.

DC/18/05445 – Discharge of Conditions Application for DC/18/00474 – Condition 7 (Archaeological Works): Land to the South of Water End Cottage, Cross Green, Cockfield, Bury St Edmunds, Suffolk IP30 0LG.
Approved Conditions.

7. Finance:
7.1 To receive a financial statement and report, including the latest position with the 2018-2019 Council budget.
7.2 To authorise payments as presented and to note income received

8. Glebe Land Purchase:
8.1 To review the Clerk’s summary Report, Draft Contract and Transfer Documentation.
8.2 To authorise the Exchange of Contracts with the Diocese and to sign the Contract and Land Transfer.
8.3 To authorise a total payment of £36,804.40 to Ashtons Legal (£37,554.40 less £750.00 paid on account), comprising Land Purchase Price, Solicitors Fees, Disbursements (Insurance, Land Registry Registration Fee, Pre- Completion and Property Searches) and £416.40 VAT (which the Parish Council will reclaim).

9. 2019 Elections:
9.1 To note the Timetable for the 2019 Elections.
9.2 To note access to Nomination and Consent to Nomination forms.
9.3 To note process for Delivery of Nomination Papers.
9.4 To consider process for filling vacancies.
9.5 To agree date for the Annual Meeting of the Council (AGM).

10. Pavilion:
Cllr Webster to update meeting on status of standard Parish Council Hire Agreement for the hire of the Pavilion facilities.

By Exception, to receive any reports from lead members on matters which need to be brought to the attention of the Council and to take actions appropriate.
