You are hereby summoned to the Ordinary Meeting of the Parish Council which will be held in the Village Hall on Thursday 28 June 2018 at 7.30pm for the purpose of transacting the business below.
Members of the public:
Members of the public are welcome to attend and may address the Council, during the Public Participation Session, Item 5 on the agenda.
Reporting on Meetings
Except where members of the public have been excluded due to the confidential nature of the business, any person may film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions. Would any person intending to report please give notice before the start of the meeting to the Clerk or Chairman of the Council to enable reasonable facilities to be afforded.
AGENDA
1. To receive any apologies for absence.
2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.
3. To approve the minutes of the Annual Meeting of the Parish Council held on 31 May 2018.
4. Governance.
4.1 To review and adopt Asset Register
4.2 To review and adopt Risk Register, including GDPR updates
5. Public Participation Session: including Suffolk County Councillor and Babergh District Councillor Reports. (15 minutes).
6. Planning:
6.1 To consider any applications received which have been referred to the Planning Consultation Group:
DC/18/02619 – Application under Section 73 of the Town & Country Planning Act DC/17/04866, Erection of two storey rear & single storey side extensions and associated alterations to existing outbuildings to form 1 No. dwelling. Variation of Condition 2
6.2 To note any applications considered, the deadlines for which were in advance of this meeting including:
DC/18/02494 – Application for Prior Approval (Agricultural to Dwelling), Old Hall Lane; The Parish Council is not convinced that the building has been used solely for an agricultural use and as part of established agricultural unit. The proposed change of use would create an isolated dwelling in the countryside, which would be remote from the nearest settlement (Cross Green) with access along a narrow, unlit track and far from the nearest village services and amenities. The dwelling would not be sustainable as it would be likely to lead to increased trips by car. The Parish Council objected to the application.
DC/18/01878 – Planning Application: Erection of Agricultural Storage Building, Earls Hall Farmhouse, Earls Hall Road. As presented, with the lack of supporting documentation, the Parish Council had no objection;
6.3 To note any Babergh DC planning permissions/refusals received including:
DC/18/01292 – Chapel Cottage, change of use of arable land; Application Granted
DC/18/01685 – Discharge of Conditions for Application DC/17/06292 Condition 7 (Land South of Birds Lane); Application Refused
DC/18/01406 – Full Planning Application – Erection of 2 No. two storey dwellings; Application Granted.
7. Finance:
7.1 To receive a financial statement and report, including the latest position with the 2018-2019 Council budget.
7.2 To authorise payments as presented and to note income received.
8. General Data Protection Regulation:
Data Audit deferred to July meeting.
9. Assets of Community Value:
To consider whether the Parish Council wish to pursue this and if so, then to nominate a lead Councillor.
10. Community Land Trusts:
To consider whether the Parish Council wish to take this forward.
11. Dukes Meadow:
Deferred to July meeting as no progress on the transfer of land from Babergh District Council to Cockfield Parish Council.
12. Defibrillator:
To receive a recommendation with costs for the acquisition of a defibrillator and provision of electrical supply.
13. Telephone Kiosks:
To update the meeting regarding volunteers to undertake the painting of the kiosks, the installation of the defibrillator and the operability of telephone kiosks on Great Green and Windsor Green.
14. Litter Picking:
Deferred to July meeting.
15 Cross Green:
Deferred until traffic management requirements are known.
16. Village Recorder:
To receive details of the work of the Village Recorder.
17. Playground Signs:
To consider a Suffolk County Highways proposal and quotation to erect Playground Signs at Great Green.
18. Suffolk Constabulary Funded PCSOs:
To consider a Suffolk Constabulary proposal for Parish Councils’ support in funding Police and Community Support Officers.
19. Working Groups, Representatives to External Bodies, Officers and Portfolio-Holders:
To receive any reports from lead members on matters which need to be brought to the attention of the Council and to take actions appropriate.
