Members of the Council:

You are hereby summoned to the Ordinary Meeting of the Parish Council which will be held in the Village Hall on Thursday 27 October 2022 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend the meeting and may address the Council, during the Public Participation Session, Item 5 on the agenda.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person is normally able to film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Extraordinary Meeting of the Parish Council held on 27 September 2022.

4. To review progress on all outstanding actions from minutes of previous meetings.

2021/117.2.6: Village Hall Car Park
Cllr Cutting-Keyton is awaiting a quote from Excite Solutions (a licenced contractor) to undertake ongoing spraying services to remove moss. (See agenda item 7.3)

2021/189: BMSDC Public Realm Land
The Clerk is awaiting a response from Paul West (SCC Cabinet member responsible for Highways) to a request seeking his assistance.
Cllr Southgate to write further letter of complaint to BMSDC highlighting BMSDC’s responsibility for any future accidents at this junction.

2021/192.2.2: Glebe Land
Cllr Morley is awaiting quotations from Barry Colson to clear rubbish for the site and to create a path through the Allotment. (See agenda item 7.4)

2021/194: Local Needs Housing
The Clerk to submit an application for ‘Granting of a new right of common and application for registration of a right in the commons register’.

2021/195.2: Highways & Emergencies
Following the site meeting on 3/08/22 (attended by all Cllrs and District Cllr Arthey), Cllrs understood the problems in installing a Footpath along Howe Lane. Cllr Morley advised that he is awaiting a proposal from Hodge Farms on possible route options.

2022/053.2.1: Greens Management
The Clerk is awaiting a formal quotation in line with the verbal quotation of £2,000 plus material costs to refurbish the Bandstand (in accordance with the paint specification provided) before instructing the Contractor to proceed.

2022/066.2.8: Pavilion & Shed
Cllr J Brinkley to obtain (Labour only) quotations from a local contractor to paint the Pavilion and the Shed. The Parish Council will purchase and supply the paint.

2022/090.2: Repairs to the Klargester:
The Clerk to obtain an alternative quotation from Cargate Ltd to undertake the repairs. (see agenda item 7.6)

2022/092.2.1 Greens Management:
The Clerk to place an order with S Bradnam to clear vegetation from around the pond on the Great Green.
Cllr Morley to purchase a Cypress Oak tree at a cost of £50 to be planted in place of the recently removed tree on Great Green as a Queen Elizabeth Memorial Tree.
Cllr Morley to obtain a price from Andy Vernon to fabricate a metal tree guard and memorial plaque (see Agenda Item 7.5),

2022/092.2.3 Earls Meadow:
The Clerk to place an order with Glasdon Ltd for a Fido 25 Dog Litter Bin, with Andy Vernon for a metal support post and with Rod Williams to install it near to the access lane down from Old Stone Pit Way to Jeffries Green and Earls Meadow.

2022/092.2.5 Playground:
Cllr Andy Golding and Cllr Joe Brinkley to lift and relay the safety matting and spread topsoil mixed with grass seed under the Swings and Slides to build up the worn areas.
The Clerk to get Action Play & Leisure to return to site to tighten up see saw handles, re-tension the zip wire and to provide quotations to supply a new picnic bench (to replace the decayed bench, highlighted as a concern in the Safety Report) and Astroturf underneath.

2022/092.2.7 Parish Paths:
Cllr Webster to fix ‘Discover Suffolk’ footpath plaques onto SCC Footpath posts.

2022/092.2.8 Pavilion:
The Clerk to get the lock repaired on the external door to the Home Changing room.

2022/094.2 Highways and Emergencies:
The Clerk to seek Anthony Creasy’s assistance in collecting the materials and filling the pothole.

DC/22/05151: Notification of Works to Trees in a Conservation Area – Fell 1No. Cherry (T1): Oak House, Cross Green, Cockfield, Bury St Edmunds Suffolk IP30 0LG. (Consultation Response Deadline 7th November 2022).

DC/22/04803: Householder Application – Erection of a single storey side extension and relocation of oil tank: Water End Cottage, Cross Green, Cockfield, Bury St Edmunds Suffolk IP30 0LG (Consultation Response Deadline 14th November 2022).

DC/22/04804: Application for Listed Building Consent – Erection of a single storey side extension and relocation of oil tank: Water End Cottage, Cross Green, Cockfield, Bury St Edmunds Suffolk IP30 0LG (Consultation Response Deadline 14th November 2022).

6.2 To note any Babergh District Council planning permissions/refusals received:

DC/21/06568: Planning Application. Erection of 3no dwellings and associated parking and landscaping. Land At Junction of Bury Road and Felsham Road, Great Green, Cockfield, IP30 0HJ. Decision: Planning Permission has been Refused.

DC/22/02966: Planning Application – Retention of change of use of land to garden curtilage. Change of use and conversion of and alterations to existing ancillary (detached) outbuilding to form additional guest accommodation to host dwelling 2 Willow Bridge Cottages, Willow Bridge, Cockfield, IP30 0JA. Decision: Planning Permission has been Approved.

DC/22/03982: Householder Application – Erection of a two-storey side extension (conversion of existing machinery building) Windsor Green Farm Barn, Windsor Green, Cockfield, Bury St Edmunds Suffolk IP30 0LY. Decision: Planning Permission has been Refused.

7. Finance:
7.1 To receive a financial statement and report, including the latest position with the 2022-2023 Council budget.
7.2 To authorise Payments as presented and to note Income received.
7.3 To authorise the quotation from Excite Solutions Ltd, dated 08/10/22 for £276.00 + £55.20 VAT, Total £331.20 to undertake regular maintenance (all as per supplied maintenance schedule) on the Village Hall Car Park, comprising 12 No. monthly visit.
7.4 To authorise the quotations from BL Colson for additional works to create car parking and shelter hard standings at Allotments.
7.5 To authorise Cllrs Webster & Morley to purchase allotment marker posts, timber path edging, weed suppressant material/pegs etc to create allotment paths up to a budget of £250.
7.6 To consider quotations from Binder Ltd and Cargate Ltd for the repairs to the Pavilion Klargester.
7.7 To authorise the purchase of a ‘The Metal Foundry Queen Elizabeth II Commemorative Plaque’ from Etsy, cost £69.95 to be affixed to a metal Tree Guard (fabricated free of charge by Andy Vernon).
7.8 To consider alternative contract options from Octopus Energy for Pavilion electrical supply.

8. Neighbourhood CIL:
To receive a progress update from Cllr Morley on the Bus Shelter project.

13.6 Allan Cousins email dated 05/10/22 confirming that he and another volunteer will repair the hole on the edge of Cross Green.
