You are hereby summoned to the Ordinary Meeting of the Parish Council which will be held in the Village Hall on Thursday 26 September 2019 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend and may address the Council, during the Public Participation Session, Item 4 on the agenda.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person may film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions. Would any person intending to report please give notice before the start of the meeting to the Clerk or Chairman of the Council to enable reasonable facilities to be afforded.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Extraordinary Meeting of the Parish Council held on 12 September 2019.

4. Public Participation Session: (15 minutes).

4.1 Suffolk County Councillor and Babergh District Councillor Reports.
4.2 Public comment.

5. Parish Clerk’s Report:
To provide update on outstanding actions.

6. Finance:

6.1 To receive a financial statement and report, including the latest position with the 2019-2020 Council budget.
6.2 To authorise payments as presented and to note income received.
6.3 To consider a proposal from Cllr Williams for the Parish Council to authorise a contribution towards the Village Website Running Costs.

7. Land Acquisition Updates:
To approve the Purchase of SCC Meadow Land & Ex-Railway Track from Suffolk County Council.

8. Asset Management:
8.1 To consider a proposal from Cllr Levett to resolve the Pavilion Litter problem.
8.2 To agree an ongoing regime to control the weed problem at the Children’s Playground, Great Green.

11. Planning:

11.1 To consider any applications received which have been referred to the Parish Council:

DC/19/04346: Application For Planning Permission Without Compliance of Condition(s): Application under Section 73 of the Town and Country Planning Act – Variation of Condition 7 of planning permission DC/17/05332 Planning Application – Hybrid planning application for Erection of 42 no. dwellings (Full Planning Application);
Erection of 9 no. self-build plots (Outline Planning Application), including access road,
shared surface roads, community open space and footpath connections to existing
community meadow – To enable main development to be constructed in four separate

11.2 To note any Babergh DC planning permissions/refusals received including:
