You are hereby summoned to the Ordinary Meeting of the Parish Council which will be held in the Village Hall on Thursday 27 February 2020 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend and may address the Council, during the Public Participation Session, Item 5 on the agenda.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person may film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions. Would any person intending to report please give notice before the start of the meeting to the Clerk or Chairman of the Council to enable reasonable facilities to be afforded.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Extraordinary Meeting of the Parish Council held on 19 December 2019.
4. To review progress on all outstanding actions from minutes of previous meetings.

126.1: Cllr Brinkley to pursue quotation from local Contractor (K Griffith) for under seat modification to the Bandstand, Great Green.

138: Cllr Southgate to provide a copy of the signed Parish Council’s Pavilion Hire Agreement to Cllr Webster, who will amend it to acknowledge the Council’s agreement to the Football Club’s Alcohol Licence.

140: Cllr Brinkley to pursue a further quotation for replacing the Great Green Noticeboard in hardwood from a local Contractor (C Limmer).

220: Cllr Brinkley to investigate the feasibility and cost of re-siting the Parish Council owned telephone kiosk from outside the Post Office to the corner of the Great Green.

221.1: Cllr Williams to purchase a Petrol Leak Blower.

221.1: Cllr Williams to refurbish two benches on the Great Green.

221.1: Cllr Morley to obtain Contractor quotations for Harrowing and Hollow Tyning the Great Green.

221.1: Cllr Brinkley to investigate the costs of refurbishing the two-car parking bay at the corner of Great Green.

221.3: Cllr Southgate to discuss funding of the cost of installing a security grille in the Pavilion kitchen by the football club, with Mr Golding.

221.8: Cllr Brinkley to obtain quotations from a local contractor (C Limmer) to refurbish the Bus Shelter at MacKenzie Place and the Bench at Mill Corner.

: 221.11: Cllr Morley to obtain quotation from a local contractor (S Bradnam) to trim the 3 trees sited on the Village Hall car park.

221.11: Cllr Williams to De-moss the Village Hall Car Park to reduce slip safety risk.

222: The Clerk published the Public Health Coronavirus Communication on the Village Website. Action Closed.

223: The Clerk obtained confirmation from SALC that the Parish Council is permitted to commit expenditure on the proposed VE 75 Celebration Event.
Action Closed.

6.1 To consider any applications received which have been referred to the Parish Council:

DC/19/05654: Full Planning Application – Erection of 1No detached dwelling (following demolition of existing semi-detached bungalows and outbuildings): Lane End, Colchester Green, Cockfield, Bury St Edmunds Suffolk IP30 0HG Notice that the Application has been Withdrawn.

DC/20/00476: Submission of Details under Outline Planning Permission DC/18/00474 – Access, Appearance, Landscaping, Layout and Scale for up to 3no dwellings and new vehicular access: Plot 1, Land at Bury Road, Cross Green, Cockfield, Bury St Edmunds Suffolk IP30 0LG (Consultation Deadline extended until 29/02/20).

DC/19/04755: Resubmission of Outline Planning Application (Access to be considered all other matters reserved) – Erection of up to 28no. dwellings (Plots 5, 6 and 7 of Reserved Matters Permission DC/19/02020 to be repositioned/amended). Land to The Rear of Plough And Fleece Inn, Great Green, Cockfield, Bury St Edmunds Suffolk IP30 0HJ. (Consultation Deadline 03/03/20).

DC/19/05086: Discharge of Conditions Application for DC/18/00306 – Condition 11 (Details of Access) and Condition 12 (Surface Water Discharge): Land to The West of the Plough and Fleece Inn, Great Green, Cockfield Bury St
Edmunds Suffolk. Decision: Approved Conditions: 11 & 12.

DC/19/03826: Full Planning Application – Change of use from all residential (C3) to mixed use part residential and business of boarding dogs (sui generis)
Gambrel, Chapel Road, Cockfield, Bury St Edmunds Suffolk IP30 0HE. Decision: Planning Permission has been Granted.

DC/19/05790: Application for Outline Planning Permission (some matters reserved – access to be considered) – Erection of 2No detached dwellings and creation of new vehicular access. Abbey Farm House, Bury Road, Cockfield, Bury St Edmunds Suffolk IP30 0LB. Decision: Planning Permission has been Refused.

DC/20/00165: Application to determine if Prior Approval is required for a Proposed Change of Use of Agricultural Buildings to Dwelling houses (Class C3) and for building operations reasonably necessary for conversion. Town & Country Planning (General Permitted Development) Order 2015 as amended Schedule 2, Part3 Class Q: Colchester Green Farm, Colchester Green, Cockfield, Bury St Edmunds Suffolk IP30 0HG. Decision: Prior Approval to the development has been GIVEN subject to conditions.

DC/19/03793: Planning Application. Erection of 2no semi-detached dwellings
Land North Of 4 Hedgerow Cottages, Windsor Green, Cockfield, Bury St Edmunds Suffolk IP30 0LY. Decision: Planning Permission has been Refused.

7. Finance:
7.1 To receive a financial statement and report, including the latest position with the 2019-2020 Council budget.
7.2 To authorise payments as presented and to note income received.
7.3 To approve the renewal of a 2-Year Fixed Term Agreement for the supply of Electricity at the Pavilion.

To receive a progress update from Cllr Levett on the Pavilion.

9. VE 75th Celebration Event, 8th May 2020:
To receive a progress update from Cllr Cutting-Keyton on the Parish Council’s planned celebration event.
