Ordinary Meeting of the Parish Council

Members of the Council:

 You are hereby summoned to the Ordinary Meeting of the Parish Council which will be held as a Virtual Meeting using Skype Video Conferencing on Thursday 30 July 2020 at 7.30pm for the purpose of transacting the business below.

Members of the public:

 Members of the public are welcome to access the meeting (via Skype) and may address the Council, during the Public Participation Session, Item 5 on the agenda. Would any person intending to address the Council during the meeting please provide a copy of their question (or report) to the Clerk of the Council ( in advance of the meeting, so that in the event that their access is lost during the meeting (i.e., through a wi-fi failure), then the Chairman will be able to read out their question during the meeting.

 Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person is normally able to film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions. As the meeting is a Virtual meeting, using Skype, the Clerk will be recording it to assist with Minute taking.


  1. To receive any apologies for absence.
  2.  To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct. 
  3.  To approve the minutes of the Ordinary Meeting of the Parish Council held on 25 June 2020. 
  4. To review progress on all outstanding actions from minutes of previous meetings. 

    2019/138.2: Pavilion Agreement
    Cllr Webster to draft a letter for Cllr Southgate to sign on behalf of the Parish Council, acknowledging the Football Club’s Letter.2019/220: Telephone Kiosks
    Cllr Brinkley to investigate the feasibility and cost of re-siting the Parish Council owned telephone kiosk from outside the Post Office to the corner of the Great Green.

    2019/221.1: Parking at Great Green
    Cllr Brinkley to investigate the costs of refurbishing the two-car parking bay at the corner of Great Green.

    2019/221.8: Mackenzie Place Bus Shelter
    Cllr Brinkley to obtain a quotation from a local contractor (C Limmer) to refurbish the Bus Shelter at MacKenzie Place.

    2019/245.8: New Adventure Playground
    Cllr Morley, Cllr Cutting-Keyton and the Clerk to have further discussions with Action Play & Leisure to progress the Children’s Adventure Playground project.

    2020/030.3: Refurbishment of Benches
    Clerk to place order with AJ Joinery to deliver timber materials and with C Limmer to refurbish 4 No composite concrete/timber benches (Great Green) & 1 No. composite concrete/timber bench (Mill Corner).

    2020/009.4: New Notice Board
    Clerk instructed to place Order with AJ Joinery for new notice board and 2 No. support posts.

    2020/036.1: Gate at Earls Meadow
    Cllr Williams to affix Safety Notices on the gate in Earls Meadow advising that there is no public right of way and warning about the unsafe condition of the sleeper bridge into Mr. Warne’s field.

    2020/042.1: BMSDC Restrictions on Bonfires
    Cllr Maybury offered to provide details of these restrictions to Cllr Cutting-Keyton to publish I Green Links and on the village website.

    2020/048.1: Village Survey Questionnaire
    Cllrs Cutting-Keyton, Morley & Turner to develop the Survey Questionnaire and report back to the July Parish Council Meeting.

    2020/049: Parish Councillor Vacancy
    Cllr Levett to draft and circulate a notice advertising vacancy, for publication in Green Links and on the Village Website.

5. Public Participation Session: (15 minutes).

6. Planning:
6.1      To consider any applications received which have been referred to the Parish Council:

DC/20/02670: Full Planning Application – Erection of 1 No dwelling (following demolition of semi-detached dwelling and outbuildings) (re-submission of DC/19/05654). Lane End, Colchester Green, Cockfield, Bury St Edmunds Suffolk IP30 0HG (Consultation Submission Deadline 24/07/20. Extension until 4/08/20 applied for and granted).

APP/D3505/W/20/3251308: Planning Appeal Reference AP/20/00051 – Planning Application for Erection of 2no semi-detached dwellings: Land North Of 4 Hedgerow Cottages, Windsor Green, Cockfield, Bury St Edmunds, Suffolk IP30 0LY. (Appeal Start Date: 08/07/2020, Parish Council Comments due 12/08/20).

DC/20/02826: Householder Application – Erection of single storey and first floor rear extensions. Chapel Cottage, Chapel Road, Cockfield, Bury St Edmunds Suffolk IP30 0HE. (Consultation Submission Deadline 01/08/20).

DC/20/02993: Householder Planning Application – Erection of a detached 3 bay cart lodge with hobby room above. Chiltern House, Howe Lane, Cockfield, Bury St Edmunds Suffolk IP30 0HA. (Consultation Submission Deadline 08/08/20).

6.2      To note any Babergh District Council planning permissions/refusals received:

DC/20/02057: Discharge of Conditions Application for DC/18/01213 – Condition 3 (Materials), Condition 4 (Levels), Condition 5 (Landscaping Scheme) and Condition 11 (Archaeological Works): The Abbey, Bury Road, Cockfield, Bury St Edmunds Suffolk IP30 0LB. Applicant to satisfy conditions applied to Conditions 3, 4, 5 & 11 prior to progressing above slab level.

7. Finance:
7.1       To receive a financial statement and report, including the latest position with the 2020-2021 Council budget.
7.2       To authorise payments as presented and to note income received.

8. Governance:
8.1       To review the systems of internal control & take action as appropriate and in compliance with the Accounts & Audit Regulations 2015, to approve the completion of Section 1 of the Annual Return – “Annual Governance Statement 2019/20” for Cockfield Parish Council.
8.2       To approve Section 2 of the Annual Return – “Accounting Statements 2019/20” for Cockfield Parish Council.

To consider the list of correspondence received and to agree any appropriate actions.

19. Matters to be brought to the attention of the Council either for information or for inclusion on the agenda of a future Ordinary Meeting.
20. Next Meetings:

The next Virtual Ordinary Meeting of the Parish Council will be Thursday 24 September 2020 at 7.30pm, using Skype Video Conferencing.
