You are hereby summoned to the Extraordinary Meeting of the Parish Council which will be held in the Village Hall on Thursday 19 August 2021 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend the meeting and may address the Council, during the Public Participation Session, Item 5 on the agenda.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person is normally able to film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Ordinary Meeting of the Parish Council held on 29 July 2021.

4. To review progress on all outstanding actions from minutes of previous meetings.

2019/220: Telephone Kiosks
Cllr Turner to submit costed proposal in August for a freestanding housing for the defibrillator at the Great Green as an alternative to re-siting the telephone kiosk.

2020/156.2: Turfing at Great Green
Cllr Brinkley has deferred the purchase 200m2 of turf for the Adventure Playground, Great Green until the Autumn and is monitoring the rate of grass regrowth.

2020/217: Overgrown Hedges
The Clerk is awaiting an update from the SCC Warden on proposed action to trim back hedge at Meadow Lodge. The Clerk was asked to write to the owner a second time.

2021/033: Public Participation
The Clerk reported the missing Cockfield sign on the A1141 approach to Stow Hill onto the SCC Website, but is still awaiting a response from SCC.

2021/035.4: Bandstand
Cllr Morley to obtain a quotation for cleaning and painting the inside and the outside of the Bandstand, Great Green

2021/036: SCC School Bus Service
Cllr Southgate has written on behalf of the PC to challenge the SCC Policy and specifically its impact on residents of the new Jeffrey’s Green development .and is awaiting their response.

2021/039.2: Pavilion Balustrade
The Clerk to obtain 3 No. quotations to repair the Pavilion Balustrade. One contractor has provided an estimate, two contractors have declined to quote for the work and the Clerk is meeting another at the Pavilion on 14/08/21. Cllr Morley is also speaking to a potential contractor.

2021/039.3: Pavilion Hire
Cllr Golding to advise the Clerk of the letter content and addressee and the Clerk will draft a letter for the Chairman to sign, confirming a long-term commitment from the Parish Council to a hire agreement of the Pavilion by Cockfield United.

2021/041.2.2: Glebe Land
Cllrs Webster Morley to obtain quotations for installing new gates and fencing to secure the site (See Agenda Item 7.2).

2021/056: Neighbourhood CIL
Cllr Morley to provide a feasibility update on the proposed new Bus Shelter. (See Agenda item 8).

2021/057: Future of the Minibus
Cllrs Southgate, Brinkley and Morley to develop a Minibus Marketing Plan. (See Agenda item 9).

2021/060.3: Cllr Vacancy
The Clerk has received several expressions of interest in response to the PC advert for the vacancy. (See Agenda Item XX).

2021/061.1: Asset Volunteers
Cllrs to review the Asset Maintenance Register and volunteer as appropriate to take responsibility for assets, which were previously the responsibility of ex-Cllr Williams.

2021/063.2: Highways and Emergencies
The Clerk has received a response from the new SCC Cabinet member responsible for Highways, promising that the footpaths along the A1141 would be skirted back between Stow Hill and Windsor Green. The PC’s contractor has cut the grass verges on the C & U roads in the absence of any action from SCC.

2021/072: Planning
The Clerk to submit an Application to BMSDC to Register the Plough & Fleece Inn as an Asset of Community Value.

2021/077.2: Speed Awareness Proposals
Cllr Morley to provide confirmation of Neighbourhood CIL funds available to purchase an additional SID for the Great Green.
The Clerk to check with BMSDC that this would be permissible under the CIL Funding Rules.

2021/078: Queens Platinum Celebrations
Cllr Cutting-Keyton to set up a multi-group Village Working Group.

2012/079 Pavilion Snagging
The Clerk to contact E J Taylor about the outstanding snagging items.

2021/082.2.4: Cemetery
Cllr Morley to review condition and growth of trees and obtain quotations to prune/remove for any necessary tree surgery works.

2021/082.6: Village Hall Car Park
The Clerk to check hedge cutting dates with our Contractor.

2021/084.3: Police/Fire
Further discussion required on the actions recommended in the Crime Officer’s
‘Design Out Crime’ Report relating to the Village Hall, Pavilion Shed and Bandstand.

DC/21/04148: Proposal: Householder Planning Application – Alteration to cartlodge to create roof space studio. Location: Highfield House, Howe Lane, Cockfield, Suffolk IP30 0HA. (Consultation Response Deadline 16/08/21, Extended until 23/08/21).

DC/21/04120: Proposal: Planning Application. Erection of agricultural barn. Location: Lane End, Colchester Green, Cockfield, IP30 0HG (Consultation Response Deadline 17/08/21, Extended until 23/08/21).

DC/21/03099: Discharge of Conditions Application for DC/18/01213- Condition 3 (Materials) Location: The Abbey, Bury Road, Cockfield, Suffolk IP30 0LB. Decision: Approved Conditions.

DC/21/03740: Discharge of Conditions Application for DC/19/04576- Condition 5 (Wildlife Sensitive Lighting Design Scheme) Location: Site Adjacent To, Mackenzie Place, Cockfield, Suffolk. Decision: Approved Conditions.

7. Finance:
7.1 To authorise Payments as presented and to note Income received.
7.2 To approve a proposal from Cllrs Webster and Morley to install gating at the Glebe Land to secure the site.
7.3 To approve quotations for various Tree Surgery works at the Cemetery.

8. Neighbourhood CIL:
8.1 To receive a progress update from Cllr Morley on the Feasibility of the new Bus Shelter at Mackenzie Place.
8.2 To consider the proposal to purchase an additional SID at a cost of approximately £3,200.00 using Neighbourhood CIL funding

9. Village Minibus:
To receive an update and/or proposal on the Marketing Plan from Cllrs Southgate, Brinkley, Morley.

10. Pavilion Update:
10.1 To receive a progress report on the Refurbishment – Cllr Levett
10.2 To consider balustrade refurbishment options – The Clerk

To agree the co-option selection process.

4. Response from Rachel Hood, SCC Cabinet Member for Schools to Cllr Lindsay’s challenge on SCC’s School Bus Transport Policy.
