You are hereby summoned to the Ordinary Meeting of the Parish Council which will be held as a Virtual Meeting using Skype Video Conferencing on Thursday 25 March 2021 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to access the meeting (via Skype) and may address the Council, during the Public Participation Session, Item 5 on the agenda. Would any person intending to address the Council during the meeting please provide a copy of their question (or report) to the Clerk of the Council (parish.council@cockfield.org.uk) in advance of the meeting, so that in the event that their access is lost during the meeting (i.e., through a wi-fi failure), then the Chairman will be able to read out their question during the meeting.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person is normally able to film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Ordinary Meeting of the Parish Council held on 18 February 2021.

4. To review progress on all outstanding actions from minutes of previous meetings.

2019/220: Telephone Kiosks
Cllr Brinkley to investigate the feasibility and cost of re-siting the Parish Council owned telephone kiosk from outside the Post Office to the corner of the Great Green.

2020/120: Future of Village Minibus
Proposal to be presented to the March Parish Council meeting. (See Agenda item 9).

2020/156.2: Turfing at Great Green
Cllr Brinkley to purchase 200m2 of turf to be laid at the Adventure Playground, Great Green. Purchase deferred until the weather improves.

2020/190.1: Bus Shelter
The CIL Working Group to submit a report to the March Parish Council meeting. (See Agenda Item 8.1)

2020/190.2: Village Hall CCTV Installation
Cllr Cutting-Keyton to submit a proposal to the March Parish Council meeting (see Agenda item 8.2)

2020/191: Future of the Minibus
Cllr Brinkley to liaise with Mr Finch and to submit a report containing ideas and proposals for operating a future Minibus service. (see Agenda item 9).

2020/192: Emergency Plan
Cllr Webster to update and restructure the Emergency Plan.
The Parish Council to appoint to appoint an Emergency Co-ordinator.

2020/194: Litter Picking
Cllr Levett to advertise in Green Links, the Village website and a Community Broadcast for volunteers, to update the March Parish Council meeting on responses received and response from Insurance Brokers on the Parish Council’s Insurance cover. (See Agenda item 11).

2020/195.2.8: Other Assets
The Clerk to obtain a quotation to repair the Pavilion Balustrade and if within specified limits, to place a contract.

2020/199: Vertas Grounds Maintenance Contract
The Clerk was authorised to sign the contract renewal for 2021/22 on behalf of the Parish Council.

DC/21/00851: Submission of details (Reserved Matters in part) following Outline Planning Permission DC/20/04440 dated 04/12/2020. Appearance, Landscaping, Layout and Scale for Erection of up to 3 no. dwellings and construction of vehicular access. Phase 2C (Plot 3) Only. Land At Bury Road, Cross Green, Cockfield, Bury St Edmunds Suffolk IP30 0LG. (Consultation Deadline 22/04/21, Extended until 27/03/21).

DC/21/01336: Submission of Details (Reserved Matters in Part) following approval of DC/18/00474 and subsequent DC/20/04440 for the Appearance, Layout, Scale and Landscaping of Plot 2. (Phased development for the erection of 3No dwellings). Plot 2, Bury Road, Cross Green, Cockfield Suffolk IP30 0LG. (Consultation Deadline 07/04/21).

6.2 To note any Babergh District Council planning permissions/refusals received:

DC/19/04755: Outline Planning Application (Access to be considered all other matters reserved) – Erection of up to 28no. dwellings (Plots 5, 6 and 7 of Reserved Matters Permission DC/19/02020 to be repositioned/amended). Land To The Rear Of Plough And Fleece Inn, Great Green, Cockfield, Bury St Edmunds Suffolk Decision: Outline Planning Permission has been Granted

DC/20/03116: Planning Application – Erection of new workshop building with the existing access to the site from the A1141 upgraded. .Land To The East Of, Sudbury Road, Cockfield, Bury St Edmunds Suffolk IP30 0LN. Decision: Planning Permission has been Granted.

DC/21/00223: Discharge of Conditions Application for DC/19/04576- Condition 4 (Biodiversity Enhancement Strategy), Condition 9 (Cycle Storage and Vehicle Charging Points) and Condition 10 (Bins/Recycling Storage). Site Adjacent to Mackenzie Place, Cockfield, Suffolk. Decision: Approved Conditions.

DC/21/00714: Notification under Schedule 2 Part 1 Class A of the Town and Country Planning (General Permitted Development) (England) Order 2015
Application to determine if Prior Approval is required for a Proposed Larger Home
Extension. Town and Country Planning (General Permitted Development)(England)
Order 2015 as amended Schedule 2, Part 1 Class A – Erection of single storey rear
extension to existing utility room and re-roof. Chapel Cottage, Chapel Road, Cockfield, Bury St Edmunds Suffolk IP30 0HE. Decision: Prior Approval is Not Required.

7. Finance:
7.1 To receive a financial statement and report, including the latest position with the 2020-2021 Council budget
7.2 To authorise Payments as presented and to note Income received.

8. Neighbourhood CIL:
8.1 To receive a progress update from Cllr Morley on the Feasibility of the new Bus Shelter at MacKenzie Place.
8.2 To receive a proposal from Cllr Cutting-Keyton for the Parish Council to make a Neighbourhood CIL contribution of £500 towards the cost of installing CCTV cameras at the Village Hall and School.
8.3.1 To note that the Parish Council’s CIL Bid B20 -16 of £15,799.36 to repair the Bridge and erect a Gazebo Shelter and Picnic Area in Jeffries Green was approved by BMSDC.
8.3.2 To authorise Cllr Southgate to sign the Acceptance letter on behalf of the Parish Council.
8.3.3 To authorise the Clerk to obtain revised quotations from Steel Stockholders and subject to price increases being within agreed limits, place orders for:
(a) the supply of the galvanised steel beams, and
(b) the installation and painting of the steelwork and timber sleepers.

9. Future of the Minibus:
9.1 To consider a report from Cllr Brinkley/Peter Finch containing their proposals for Parish Council to retain the minibus and operate a minibus service.
9,2 If the Parish Council approve the proposal (in 9.1 above), to authorise the Clerk and/or Cllr Levett to obtain quotations for insurance (to be effective from the start of June 2021).

10. Parking at Great Green:
To agree any actions to address resident complaints and safety concerns about cars parking around the Great Green at the Children’s Adventure Playground.
Potential options include:
a) Erecting ‘no parking’ signs along that side of the green, or signs directing cars towards designed parking areas/parking bays,
b) Creating additional parking bays around the green,
c). Seeking to get SCC Highways to impose ‘Parking’ restrictions on the public highway around part of the green.
d) Installing fencing around the Play.
(Resident’s Emails and Cllr Turners proposal for additional parking bays and/or fencing around playground circulated to Cllrs in advance of the meeting).

11. Litter Picking:
To consider Cllr Levett’s proposal on litter picking. (Risk Assessment, Guidance, Register of Volunteers all circulated to Cllrs in advance of the meeting).

12. Pavilion Update:
12.1 To consider any matters regarding subsidence – Cllr Levett
12.2 To determine balustrade refurbishment options.
12.3 To approve a proposal to install new Altro Flooring in the kitchen (not part of the Insurance claim).

13. Insurance Renewal:
To agree any changes needed to the Parish Council’s Insurance requirements.

14. Maintenance Schedule and Asset Management:
14.1 Maintenance Calendar (Full review, February, June, October only)
To undertake full review of 2021/2 Maintenance Requirements for budget preparation purposes.
