You are hereby summoned to the Ordinary Meeting of the Parish Council which will be held as a Virtual Meeting using Skype Video Conferencing on Thursday 14 January 2021 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to access the meeting (via Skype) and may address the Council, during the Public Participation Session, Item 5 on the agenda. Would any person intending to address the Council during the meeting please provide a copy of their question (or report) to the Clerk of the Council (parish.council@cockfield.org.uk) in advance of the meeting, so that in the event that their access is lost during the meeting (i.e., through a wi-fi failure), then the Chairman will be able to read out their question during the meeting.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person is normally able to film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Ordinary Meeting of the Parish Council held on 17 December 2020.

4. To review progress on all outstanding actions from minutes of previous meetings.

2019/220: Telephone Kiosks
Cllr Brinkley to investigate the feasibility and cost of re-siting the Parish Council owned telephone kiosk from outside the Post Office to the corner of the Great Green.

2020/042: Cutting Grass on Verges
Suffolk County Cllr Lindsay to provide an update on SCC progress on cutting back hedges and verges along A1141.

2020/111.1: Maintenance Schedule:
Cllr Levett and the Clerk to finalise the Maintenance Schedule to facilitate preparation of the 2021/22 Annual budget & Precept. (see Agenda Item 7.3). Action Closed.

2020/111.2.5: New Adventure Playground:
Cllr Southgate’s article about the ‘opening of the new playground’ and any Government Covid Restrictions.was published in Green Links. Action Closed.

2020/111.2.5: New Adventure Playground:
Clerk to place an order with Action Play & Leisure to purchase Safergrass cellular rubber matting under existing swings. (see Agenda Item 7.2). Action Closed.

2020/114: Neighbourhood CIL:
The CIL Working Group to a undertake feasibility study for new Bus Shelter Options and submit proposal to a subsequent meeting. (see Agenda item 11).

2020/117: New SID:
Cllr Turner to obtain alternative quotations for a new SID and 3 No. new support posts (see Agenda Item 9). Action Closed.

2020/120: Future of Village Minibus:
A notice inviting interest in and/or ideas for the future viability of the minibus was published in the December edition of Green Links. Update to be provided at February Parish Council meeting.

2020/156.2: Turfing at Great Green:
Cllr Brinkley to purchase 200m2 of turf to be laid at the Adventure Playground, Great Green. Purchase deferred until the weather improves.

2020/157: Parking at Great Green
Cllr Morley to obtain costs for refurbishing the two car parking bays at the Great Green. (see Agenda Item 10). Action Closed.

DC/20/05787: An application to determine if prior approval is required for a proposed: Change of Use of Agricultural Buildings to Dwelling houses (Class C3), and for building operations reasonably necessary for the conversion. The Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) Schedule 2, Part 3, Class Q – Conversion of barn to form 1No dwelling: Earls Hall Farm, Earls Hall Road, Cockfield, Bury St Edmunds Suffolk IP30 0JD (Consultation Response Deadline 11/01/21, Extended until 15/01/21).

DC/20/05848: Outline Planning Application (some matters reserved, access to be considered) – Erection of 2 no. detached dwellings and associated garages (with access) (resubmission of DC/20/01352). Land North Of, Howe Lane, Cockfield, Suffolk. (Consultation Response Deadline 12/01/21, Extended until 15/01/21).

DC/20/05849: Outline Planning Application (some matters reserved, access to be considered) – Erection of 2 no. detached dwellings and associated garages (with access): Land North Of, Howe Lane, Cockfield, Suffolk. (Consultation Response Deadline 12/01/21, Extended until 15/01/21).

6.2 To note any Babergh District Council planning permissions/refusals received:

DC/20/05457: Non-material Amendment to Outline Planning Permission DC/18/00306. Change of Finish to Road, Pavement and Driveways as follows- Road – Change to Asphalt Tarmac finish. Pavement – Change to Asphalt finish. Driveways – Change to Marshalls Drivesett Tegula Original: ‘Harvest’ Permeable Block Paving.: Land To The West Of Plough And Fleece Inn, Great Green, Cockfield, Suffolk. Decision: Amendment Details Refused.

DC/20/04886: Full Planning Application – Change of use of public house to residential dwelling. Plough and Fleece Inn, Great Green, Cockfield, Bury St Edmunds Suffolk IP30 0HJ. Decision: Planning Permission Refused.

DC/20/05372 Discharge of Conditions Application for DC/17/05332- Condition 21 (SUDS Water Drainage Details), Condition 27 (External Lighting Design Scheme), Condition 28
(Fire Hydrants) and Condition 30 (Landscape Management Plan): Land to The North West Of, Mackenzie Place, Cockfield, Suffolk Decision: Conditions Approved.

7. Finance:
7.1 To receive a financial statement and report, including the latest position with the 2020-2021 Council budget
7.2 To authorise Payments as presented and to note Income received.
7.3 To approve the Parish Council Budget for 2021-22.
7.4 To agree the Precept Requirement for 2021-22 (Submission deadline 31 January 2021).

8. SN/20/00512/SN – Request to name the road on the Garage site development at the Great Green, Cockfield (Response deadline 29 January 2021):
To consider Cllr Morley’s proposal (circulated in advance of the meeting) to name the road ‘Scott’s Way’ or the Developer’s proposal of ‘Scott’s Corner’.

9. New SID and support posts:
To approve Cllr Turner’s proposal (circulated to Cllrs in advance of the meeting) to purchase a new SID from Westcotec Ltd, to supply and install 3 No. support posts and 3 supply No. 30mph Roundel signs at a maximum cost of £3,190.00 + VAT.

10. Parking Bays at Great Green:
To approve Cllr Morley’s proposal to resurface and edge the two separate parking bays at the Great Green.

11. Neighbourhood CIL:
To receive a progress update from Cllr Morley on the Feasibility of the new Bus Shelter at MacKenzie Place.

12. Emergency Plan:
To agree any actions required to update the Emergency Plan.

13. Cemetery Fees:
To consider Cllr Turner’s note (circulated to Cllrs in advance of the meeting) and to agree any changes to the Parish Council’s Scale of Cemetery Fees.
