Members of the Council:

You are hereby summoned to the Ordinary Meeting of the Parish Council which will be held as a Virtual Meeting using Skype Video Conferencing on Thursday 26 November 2020 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to access the meeting (via Skype) and may address the Council, during the Public Participation Session, Item 5 on the agenda. Would any person intending to address the Council during the meeting please provide a copy of their question (or report) to the Clerk of the Council (parish.council@cockfield.org.uk) in advance of the meeting, so that in the event that their access is lost during the meeting (i.e., through a wi-fi failure), then the Chairman will be able to read out their question during the meeting.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person is normally able to film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Ordinary Meeting of the Parish Council held on 29 October 2020.

4. To review progress on all outstanding actions from minutes of previous meetings.

2019/220: Telephone Kiosks
Cllr Brinkley to investigate the feasibility and cost of re-siting the Parish Council owned telephone kiosk from outside the Post Office to the corner of the Great Green.

2019/221.1: Parking at Great Green
Cllr Brinkley to obtain costs for refurbishing the two-car parking bay at the corner of Great Green.

2019/221.8: Mackenzie Place Bus Shelter
The CIL Working Group to consider options for a Bus Shelter at MacKenzie Place and report to the November Parish Council meeting.

2020/042: Cutting Grass on Verges
Suffolk County Cllr Lindsay to provide an update prior to the next meeting on SCC progress on cutting back hedges and verges along A1141. The Clerk was asked to write a letter of complaint to Suffolk Highways if there is a lack of progress.

2020/058: Safe Walking Route from Mill Corner to the School
The Clerk to arrange a meeting on site with interested parties. When Covid restrictions allow (probably in the New Year). Action Closed.

2020/067: Noticeboards:
Cllr Williams to obtain a quotation from C Limmer to refurbish the existing noticeboard at Cross Green.

2020/111.1: Maintenance Schedule: Cllr Levett and the Clerk to finalise the Maintenance Schedule to facilitate preparation of the 2021/22 Annual budget & Precept.

2020/111.2.5: New Adventure Playground: Cllr Southgate to write an article for Green Links, containing details about the ‘opening of the new playground’ and any Covid Restrictions.

2020/114: Neighbourhood CIL: The CIL Working Group to report on Bus Shelter Options.

2020/117: New SID: Cllr Turner to submit alternative quotations for a new SID and 3 No. new support posts.

2020/120: Future of Village Minibus: Cllr Southgate to arrange a meeting with all interested parties before the next Parish Council meeting.

6.1 To consider any applications received which have been referred to the Parish Council:

DC/20/03116: Planning Application – Erection of new workshop building with the existing access to the site from the A1141 upgraded. Location: Land to The East Of, Sudbury Road, Cockfield, Bury St Edmunds Suffolk IP30 0LN.Reason(s) for re-consultation: Additional Supporting Statement received 25.09.20
(Consultation Response Deadline 12/10/20, Extended until 27/11/20).

DC/20/04886: Full Planning Application – Change of use of public house to residential dwelling. Plough and Fleece Inn, Great Green, Cockfield, Bury St Edmunds Suffolk IP30 0HJ (Consultation Response Deadline 23/11/20, extended until 30/11/20).

6.2 To note any Babergh District Council planning permissions/refusals received:

DC/20/04312: Application for Listed Building Consent – Replacement of damaged main bedroom ceiling. Stows Hill House, Stows Hill, Cockfield, Bury St Edmunds Suffolk IP30 0JB. Decision: Listed Building Consent has been Granted.

DC/20/04184: Discharge of Conditions Application for DC/19/04576 – Condition 6 (Archaeological Written Scheme of Investigation). Site Adjacent To, Mackenzie Place, Cockfield, Suffolk. Decision: Approved Conditions.

DC/20/04060: Planning Application – Erection of 1no. self-build dwelling and associated works. Land Adjacent to Gambrel, Chapel Road, Cockfield, Suffolk: Notice of Withdrawn Application.

DC/20/04006: Full Application – Conversion of kennel block to single-storey dwelling, including erection of porch and chimney and construction of link between kennel buildings. Erection of double garage & store room, following removal of existing cattery, sheds and outbuildings, approved following appeal reference APP/D3505/W/17/3170002, amended scheme to include extension. Roundwood House, Windsor Green, Cockfield, Bury St Edmunds Suffolk IP30 0LY. Decision: Planning Permission has been Granted.

7. Finance:

7.1 To receive a financial statement and report, including the latest position with the 2020-2021 Council budget.

The next Virtual Ordinary Meeting of the Parish Council will be Thursday 28 January 2021 at 7.30pm, using Skype Video Conferencing.
