Members of the Council:

 You are hereby summoned to the Ordinary Meeting of the Parish Council which will be held as a Virtual Meeting using Skype Video Conferencing on Thursday 24 September 2020 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to access the meeting (via Skype) and may address the Council, during the Public Participation Session, Item 5 on the agenda. Would any person intending to address the Council during the meeting please provide a copy of their question (or report) to the Clerk of the Council (parish.council@cockfield.org.uk) in advance of the meeting, so that in the event that their access is lost during the meeting (i.e., through a wi-fi failure), then the Chairman will be able to read out their question during the meeting.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person is normally able to film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions.

 AGENDA

1. To receive any apologies for absence.

2.  To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Ordinary Meeting of the Parish Council held on 27 August 2020.

 4. To review progress on all outstanding actions from minutes of previous meetings.

 2019/220: Telephone Kiosks:
Cllr Brinkley to investigate the feasibility and cost of re-siting the Parish Council owned telephone kiosk from outside the Post Office to the corner of the Great Green.

2019/221.1: Parking at Great Green:
Cllr Brinkley to investigate the costs of refurbishing the two-car parking bay at the corner of Great Green.

2019/221.8: Mackenzie Place Bus Shelter:
Cllr Brinkley to obtain a quotation from a local contractor (C Limmer) to refurbish the Bus Shelter at MacKenzie Place.

2020/058: Safe Walking Route from Mill Corner to the School:
The Clerk was requested to arrange a meeting on site with interested parties.
Cllr Lindsay agreed to get the vegetation cut back along the A1141 footpath.

2020/067: Noticeboards:
Cllr Williams to obtain quotations from AJ Joinery to manufacture a new noticeboard at Cross Green and for C Limmer to replace 2 No posts on the noticeboard at the 3 Horseshoes.

2020/082: Neighbourhood CIL:
Morley and the Clerk will meet with the Contractor to agree the extent of further repairs, which will be funded by the Provisional Sum allowance contained in the Parish Council’s approved CIL 123 Bid B14-18.

2020/083: Correspondence:
Cllr Southgate to write a response to the complainant and the issue will be included on the agenda for the September Ordinary Parish Council Meeting. The Clerk to seek advice from SALC on the Parish Council’s remedies.

6.1      To consider any applications received which have been referred to the Parish Council:

DC/20/03798: Application for works to tree/s in a Conservation Area – Fell 2No large and 4 No. small Lawson cypress trees and grind stumps, as roots are close to septic tank potential risk of damaging drains, and excessive shading. Branches from the two smaller trees regularly fall and damage the shed roof, two large trees cause excessive shading. Tudor Cottage, Cross Green, Cockfield, Bury St Edmunds Suffolk IP30 0LG (Consultation Response Deadline 24/09/20).

 DC/20/04006: Full Application – Conversion of kennel block to single-storey dwelling, including erection of porch and chimney and construction of link between kennel buildings. Erection of double garage & store room, following removal of existing cattery, sheds and outbuildings, approved following appeal reference APP/D3505/W/17/3170002, amended scheme to include extension. Location: Roundwood House, Windsor Green, Cockfield, Bury St Edmunds Suffolk IP30 0LY. (Consultation Response Deadline 07/10/20).

APP/D3505/W/20/3253754: Application for Outline Planning Permission (some matters reserved – access to be considered) – Erection of 2No detached dwellings and creation of new vehicular access. Abbey Farm House, Bury Road, Cockfield, Bury St Edmunds Suffolk IP30 0LB. (Appeal start date 11/09/20).

6.2      To note any Babergh District Council planning permissions/refusals received:

DC/20/02670: Full Planning Application – Erection of 1 No dwelling (following demolition of semi-detached dwelling and outbuildings) (re-submission of DC/19/05654) Lane End, Colchester Green, Cockfield, Bury St Edmunds Suffolk IP30 0HG. Decision: Planning Permission has been Granted.

DC/20/02201: Discharge of Conditions Application for DC/19/03063 – Condition 3 (Contamination) and Condition 18 (Construction Management). The Garage, Great Green, Cockfield, Bury St Edmunds Suffolk IP30 0HJ. Decision: Approved Conditions Determined.

DC/20/03472: Discharge of conditions application for DC/19/03063 – Conditions 5 (Agreement of Levels), Condition 6 (Landscaping Scheme), Condition, 9 (Access Layout), Condition 10 (Estate Road Design), Condition 12 (Surface Water Discharge Details), Condition 14 (Refuse Storage), Condition 16 (Biodiversity Enhancement Strategy), Condition 17 (Wildlife Sensitive Lighting Design Scheme). The Garage, Great Green, Cockfield, Bury St Edmunds Suffolk IP30 0HJ. Decision: Approved Conditions Determined.

 DC/20/02993: Householder Planning Application – Erection of a detached 3 bay cart lodge with hobby room above. Chiltern House, Howe Lane, Cockfield, Bury St Edmunds Suffolk IP30 0HA. Decision: Planning Permission has been Granted.

15. Parish Councillor Vacancy:
To receive a Progress update and consider next steps.

16. Bandstand:
To determine strategy to control litter and potentially inappropriate activity.

17. Correspondence:
To consider the list of correspondence received and to agree any appropriate actions.

18. Matters to be brought to the attention of the Council either for information or for inclusion on the agenda of a future Ordinary Meeting.

19. Next Meetings:
The next Virtual Ordinary Meeting of the Parish Council will be Thursday 29 October 2020 at 7.30pm, using Skype Video Conferencing.
