You are hereby summoned to the Ordinary Meeting of the Parish Council which will be held in the Village Hall on Thursday 23 June 2022 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend the meeting and may address the Council, during the Public Participation Session, Item 5 on the agenda.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person is normally able to film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Annual Meeting of the Parish Council held on 26 March 2022.

4. To review progress on all outstanding actions from minutes of previous meetings.

2021/151.2.1: Greens Management
Cllr C Brinkley to provide a quotation from Hewicks Haulage Ltd for cutting the edge of the grass on the Great Green.

2021/117.2.6: Village Hall Car Park
Cllrs Cutting-Keyton & Levett, to provide contractors’ quotations for the Village Hall Car Park maintenance requirements.
Cllr Southgate to provide a progress update on the repair of the car park spillage.

2021/189: BMSDC Public Realm Land
Mr Charvonia (BMSDC CEO) to confirm what action BMSDC & SCC Highways have taken regarding the site lines exiting Dukes Meadow and realignment of the neighbouring fence.

2021/192.2.2: Glebe Land
Cllrs Webster to meet a contractor on site on the 07/06/22 to obtain quotations for weed killing and rotovating.
Cllr Webster to purchase combination padlocks for the two sets of allotment gates. Cllr C Brinkley to provide a quotation from Hewicks Haulage Ltd to mow the meadow.

2021/194: Local Needs Housing
The Clerk to submit an application for ‘Granting aof a new right of Common and application for registration of a right in the Commons Register.

2021/195.2: Highways & Emergencies
The Parish Council are awaiting confirmation from D Hodge Farms Ltd that they will allow a permissive footpath along Howe Lane. (Phase 1).
The Parish Council are awaiting the SCC Highways feasibility study to provide a footpath in Howe Lane (Phase 2).

2021/197: Cockfield FC Pitch Hire
Cllr J Brinkley to issue a Cockfield PC Invoice to Bury FC U10’s for football pitch hire, after their last match on 7/05/22.

2021/206: Skirting Back Footpath at Cross Green
The Clerk to write to the landowners of land abutting the footpath between Earls Hall Lane and Willow Bridge to remind them of their obligations.

2021/215: New Bus Shelter
Clerk to submit a CIL123 Bid to BMSDC by 31/05/22.

2022/037: Village Minibus
Cllr C Brinkley to talk to the Green Light Trust about the possibility of buying the minibus.

2022/039.2.1: Greens Management
The Clerk was requested to seek quotations for repairs to the Bandstand.

6. Planning:

6.1 To consider any applications received which have been referred to the Parish Council:

DC/22/02540: Application for approval of Reserved Matters and Conditions 4, 5, 6 and 7 following Outline Planning Permission DC/18/03048 and subsequent allowed at appeal APP/D3505/W/18/3213481 Town and Country Planning 2015 – Submission of Details for Appearance, Landscaping, Layout and Scale for the erection of 5No dwellings: Plough and Fleece Inn, Great Green, Cockfield, Bury St Edmunds Suffolk IP30 0HJ. (Consultation Response Deadline 15th June 2022, extended until 4th July 2022).

6.2 To note any Babergh District Council planning permissions/refusals received:

DC/22/01502: Discharge of Conditions Application for DC/21/00279- Condition 3 (Bricks), Condition 4 (Brick and Flint Panelling), Condition 6 (Roof Covering Materials) and Condition 7 (Agreement of Levels): Land To The South Of Water End Cottage, Cross Green, Cockfield, Suffolk. Decision: Conditions Approved.
DC/22/01174: Householder Application. Erection of a two-storey cart lodge with pitched roof. Santarda, Stows Hill, Cockfield, Suffolk IP30 0JB. Decision: Planning Permission has been Granted

DC/22/01272: Discharge of Conditions Application for B/17/00036- Conditions 3 (Timber Frame Works) (Part Discharge), Condition 4 (Materials), Condition 6 (Materials), Condition 7 (Details of Lime Mortar), Condition 8 (Materials) and Condition 10 (Details of works to Timber Posts): Cross Green Cottage, Cross Green, Cockfield, Suffolk IP30 0LG. Decision: Conditions Approved.

7. Finance:
7.1 To receive a financial statement and report.
7.2 To authorise Payments as presented and to note Income received.
7.3 To approve a proposal for the Parish Council to donate £110.46 to the charitable collection made at the Queen’s Platinum Jubilee Luncheon so that £500 can be donated in lieu of a fee paid to the band.

8. Adoption of Governance Documents.
To review and adopt LGA Councillor Code of Conduct.

9. Queen’s Platinum Jubilee Event:
To receive a review of the events from Cllr Cutting-Keyton.

10. Maintenance Schedule and Asset Management:
10.1 Maintenance Calendar (Full review, February, June, October only)
To undertake full review of 2022/23 Maintenance Requirements for budget preparation purposes.
10.2 Maintenance Matters by exception:
10.2.1 Greens Management – Proposal to replace the support post for the Village sign on Parsonage Green.
10.2.2 Glebe Land
10.2.3 Earls Meadow
10.2.4 Cemetery
10,2,5 Playground
10.2.6 Village Hall Car Park
10.2.7 Parish Paths
10.2.8 Pavilion – Proposal to replace the existing fluorescent lighting with new LED lights.

3. Request to concrete in support posts of advertising banners on Great Green.

5. BMSDC Response to the East Anglia Green non-statutory consultation

14. Matters to be brought to the attention of the Council either for information or for inclusion on the agenda of a future Ordinary Meeting.

15. Next Meetings:
The next Ordinary Meeting of the Parish Council will be held on Thursday 28 July 2022 at 7.30pm, in the Village Hall.
