You are hereby summoned to the Ordinary Meeting of the Parish Council which will be held in the Village Hall on Wednesday 27 April 2022 at 8.15pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend the meeting and may address the Council, during the Public Participation Session, Item 5 on the agenda.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person is normally able to film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Ordinary Meeting of the Parish Council held on 24 March 2022.

4. To review progress on all outstanding actions from minutes of previous meetings.

2021/151.2.1: Greens Management
Cllr C Brinkley to confirm whether Hewick’s will be able to provide edge grass cutting services on the Great Green in the future. Cllr Golding to provide quotations from a couple of contractors to undertake edge cutting services in the interim.

2021/117.2.6: Village Hall Car Park
Cllrs Cutting-Keyton & Levett to meet contractors on site to discuss Schedule of Maintenance work relating to the Village Hall Car Park.

2021/189: BMSDC Public Realm Land
The Clerk is awaiting confirmation from Mr Charvonia (BMSDC CEO) as to what action has been taken by BMSDC with SCC Highways regarding site lines exiting Dukes Meadow and realignment of the neighbouring fence.

192.2.2: Glebe Land
Cllr Webster to pursue quotations to apply weedkiller from an alternative supplier, following which a contractor will be appointed to rotovate the allotment plots.

2021/194: Local Needs Housing
The Clerk and Cllr Morley to discuss a way forward in registering Jeffries Green as a ‘Green’ on the SCC Greens Register.

2021/195.2: Highways & Emergencies
Suffolk County Cllr Lindsay to pursue SCC Highways permission for the PC to install safety warning signage in Howe Lane. The Clerk to write to SCC Paul West complaining about the delay in obtaining SCC approval.

2021/197: Cockfield FC Pavilion Hire
Cllr J Brinkley to raise an invoice on behalf of the PC to enable Bury Town Football Club to pay for their pitch hire.

2021/206: Skirting Back Footpath at Cross Green
Suffolk County Cllr Lindsay to provide update.

2021/208.3.1: Removal of Tree Roots
The Clerk to place an order with S Bradnam to remove roots of 3 No. trees on
Great Green.

2021/208.3.2: Removal of Trees in Pond
The Clerk to place an order with S Bradnam to remove 4 No. Willow trees that have fallen into the pond on the Great Green.

2021/208.3.3: Printing Invitations for Queens Platinum Jubilee Lunch
Cllr Cutting-Keyton to place an order with Gipping Press for printing services.

2021/214.2.3: Earls Meadow
Cllr Morley to arrange a visit to Earls Meadow and Jeffries Green after the Jeffries Green Open Day visit.

2021/214.2.4: Cemetery Fees
Cllr Turner to benchmark the PC’s Cemetery Fees against other parishes and submit a proposal for any increase in the PC’s Scale of Fees.

2021/215: New Bus Shelter
Orwell Housing Association to obtain detailed drawings and 3 quotations from SHE French for the proposed bus shelter base.

6. Planning:
6.1 To consider any applications received which have been referred to the Parish Council:

DC/22/01174. Erection of a two-storey cart lodge with pitched roof. Location: Santarda, Stows Hill, Cockfield, Suffolk IP30 0JB. (Consultation Deadline 12/04/22, Extended until 29/04/22).

DC/22/01835: Application under Section 73 of the Town and Country Planning Act 1990 – Variation of Condition 2 (Approved Plans and Documents) of Reserved Matters Approval DC/21/01336 dated 02/11/2021 – Submission of Details (Reserved Matters in Part) following approval of DC/18/00474 and subsequent DC/20/04440 for the Appearance, Layout, Scale and Landscaping of Plot 2. (Phased development for the erection of 3No dwellings): Plot 2, Bury Road, Cross Green, Cockfield Suffolk (Consultation Deadline 02/05/22).

6.2 To note any Babergh District Council planning permissions/refusals received:

DC/22/00912: Householder Application – Erection of two storey extension, including single storey flat roof linking element. Abbey Farm, Bury Road, Cockfield, Suffolk IP30 0LB. Decision: Planning Permission has been Granted.

DC/22/00178: Planning Application – Installation of 16no. ground based solar panels. Drift Barn, Chapel Road, Cockfield, Suffolk IP30 0HE Decision: Planning Permission has been Granted.

7. Finance:
7.1 To receive a financial statement and report, including the final position with the 2021-2022 Council budget.
7.2 To authorise Payments as presented and to note Income received.
7.3 To approve the quotation from Floor Dimensions Ltd to replace the raised floor in the Pavilion Away Changing Room shower and lay new Altro Flooring to match existing.
7.4 To agree the renewal option (1-year, 2-year, 3-year agreement) for the supply electricity to the Pavilion (Octopus Fixed Term Agreement expires on 11/05/22).

8. Queens Platinum Jubilee Celebrations 2022:
To receive an update from Cllr Cutting-Keyton regarding arrangements for the Queen’s Platinum Jubilee Celebrations in 2022.

9. Plough & Fleece ACV – Community Right to Bid:
To receive an update from the Cockfield Village Group (When applicable).

10. Cockfield FC Pavilion Hire:
To agree the level of Annual Hire Fees to be charged to Cockfield FC for 2022/23 season.

11. Minibus Hire:
To agree any changes to hire policy and/or hire rates.

12. Maintenance Schedule and Asset Management:
12.1 Maintenance Calendar (Full review, February, June, October only)
To undertake full review of 2021/22 Maintenance Requirements for budget preparation purposes.
