You are hereby summoned to the Ordinary Meeting of the Parish Council which will be held in the Village Hall on Thursday 24 March 2022 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend the meeting and may address the Council, during the Public Participation Session, Item 5 on the agenda.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person is normally able to film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Extraordinary Meeting of the Parish Council held on 17 February 2022.

4. To review progress on all outstanding actions from minutes of previous meetings.

2021/151.2.1: Greens Management
Cllr C Brinkley is still awaiting a decision from Hewick’s on their ability to provide edge grass cutting services on the Great Green.

2021/117.2.6: Village Hall Car Park
Cllrs Cutting-Keyton & Levett to meet contractors on site to discuss Schedule of Maintenance work relating to the Village Hall Car Park.

2021/189: BMSDC Public Realm Land
The Clerk was instructed to write a letter of complaint to the CEO of BMSDC, outlining the Parish Council’s disappointment over BMSDC Actions.
The Clerk was instructed to write to SCC Highways raising the Parish Council’s safety concerns over the reduced sightlines for drivers when exiting Dukes Meadow.

2021/190: Queens Platinum Jubilee Celebrations 2022
The Clerk will contact BMSDC to obtain a copy of the December 2021 Electoral Register.
A Cockfield resident had requested permission to use Cross Green for a local Queen’s Platinum Jubilee celebration for Cross Green residents on the Friday. The Clerk was instructed to write to the resident to ascertain details of their planned event.

192.2.2: Glebe Land
Cllr Morley and Cllr Webster to appoint contractors to apply weedkiller (at a maximum cost of £200) and to rotovate the plot (at a maximum cost of £300).

192.2.5: Playground
Cllr Morley to obtain a quotation from S Bradnam to grind out the stumps and roots of the shrubs/trees recently removed from the Great Green for safety reasons.

2021/194: Local Needs Housing
The Clerk was asked to investigate how to register the land purchased by the Parish Council as Jeffries Green on the SCC Greens Register.

2021/195.2: Highways & Emergencies
Cllr Webster will draft a Cockfield Parish Council update on the 3 predicted storms, to be issued as a Community Broadcast.
The Clerk advised that there had been no progress on SCC Highway’s approval for the Parish Council to install safety warning signs in Howe Lane, so was asked to forward details to District Councillor Arthey to see if he could assist in eliciting a response from SCC Highways.

2021/196: Neighbourhood Plan
The Clerk was asked to provide a briefing note on Neighbourhood Plans in advance of the March PC meeting.

2021/197: Cockfield FC Pavilion Hire
To enable a decision to be reached regarding hire charges, Cllrs asked the Clerk to provide in advance of the March Meeting, a schedule of all costs required to operate the Pavilion.
Cllr J Brinkley advised that the Parish Council would need to invoice Bury Town Football Club for their BT Boys FC pitch hire. Cllrs agreed in principle to charge £30/match. Cllr J Brinkley to liaise with Bury Town FC to confirm details and number of matches.
Cllr Golding to ascertain Cockfield FC’s ability to pay at a meeting with the club.

2021/199: Correspondence
The Clerk to purchase a small A5 sized Queen’s Platinum Jubilee plaque from RBLI for £144.99 including stakes, to be sited with the Walnut Tree planted in Earls Meadow.

6. Planning:
6.1 To consider any applications received which have been referred to the Parish Council:

DC/22/00912: Proposal: Householder Application. Erection of two storey extension, including single storey flat roof linking element. Abbey Farm, Bury Road, Cockfield, Suffolk IP30 0LB (Consultation Deadline 14/03/22, extended until 25/03/22).

DC/22/00178: Planning Application – Installation of 16no. ground based solar panels. Drift Barn, Chapel Road, Cockfield, Suffolk IP30 0HE (Consultation Deadline 15/03/22, extended until 30/03/22).

DC/22/01254: Full Planning Application – Construction of staff car parking area. Loft Farm, Cross Green, Cockfield, Suffolk IP30 0LJ (Consultation Deadline 30/03/22).

6.2 To note any Babergh District Council planning permissions/refusals received:

DC/21/05655: Application for Outline Permission (Access points to be considered, Appearance, Layout, Scale and Landscaping reserved) Town and Country Planning Act 1990 – Erection of 1No self-build dwelling and cart lodge. Land At Wix House, Great Green, Cockfield, Suffolk IP30 0HQ. Decision: Outline Planning Permission has been Refused.

7. Finance:
7.1 To receive a financial statement and report, including the latest position with the 2021-2022 Council budget.
7.2 To authorise Payments as presented and to note Income received.
7.3 To approve the following quotations from S Bradnam:
7.3.1 to dig out and remove roots of 3 No. trees/shrubs and remove piles of earth on the Great Green for £260.00 + VAT,
7.3.2 to remove the 3 No. Willow trees that have fallen into the pond on the Great Green for £180.00 + VAT.
7.4 To approve a quotation for the supply of 525 printed Invitations to the Queens Platinum Jubilee Luncheon on 5th June 2022.

8. Queens Platinum Jubilee Celebrations 2022:
To receive an update from Cllr Cutting-Keyton regarding arrangements for the Queen’s Platinum Jubilee Celebrations in 2022.

9. Plough & Fleece ACV – Community Right to Bid:
To receive an update from the Cockfield Village Group (When applicable).

10. Neighbourhood Plan:
To consider whether the Parish Council wish to produce a Neighbourhood Plan.

11. Cockfield FC Pavilion Hire:
11.1 To agree the level of Annual Hire Fees to be charged to Cockfield FC for 2021/22 and 2022/23.
11.2 To agree the level of pitch hire fees per match to be charged to Bury FC Boys team.

12. Risk Register:
To review and approve the updated Risk Register (circulated to Cllrs in advance of the February meeting).

13. Maintenance Schedule and Asset Management:
13.1 Maintenance Calendar (Full review, February, June, October only)
To undertake full review of 2021/22 Maintenance Requirements for budget preparation purposes.

Renewal of Octopus Electricity Agreement (2-year fixed term agreement expires 11/05/22)

20. Next Meeting:
The next Ordinary Meeting of the Parish Council will be held at 7.30pm on Thursday 28th April 2022, in the Village Hall.
