You are hereby summoned to the Ordinary Meeting of the Parish Council which will be held in the Village Hall on Thursday 28 October 2021 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend the meeting and may address the Council, during the Public Participation Session, Item 5 on the agenda.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person is normally able to film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Ordinary Meeting of the Parish Council held on 23 September 2021.

4. To review progress on all outstanding actions from minutes of previous meetings.

2021/033: Public Participation
Cllr Turner to obtain a quotation to replace the missing Cockfield sign on the A1141 approach to Stow Hill. (See Agenda Item 7.3)

2021/035.4: Bandstand
Cllr Southgate to provide a specification for cleaning and painting the inside and the outside of the Bandstand, Great Green

2021/039.2: Pavilion Balustrade
The Clerk to provide update on the repair of the Pavilion Balustrade and obtain a quotation to paint all the balustrades.

2021/072: Planning – ACV
The Clerk to update Cllrs on Application to Register the Plough & Fleece Inn as an Asset of Community Value.

2021/112.1: Neighbourhood CIL
SHE French to provide a costed proposal for the new Bus Shelter.

2021/112.2: Glebe Land
Cllrs Webster and Morley to obtain additional quotations for installing new gates and fencing to secure the site (See Agenda Item 8).

2021/113: Future of Minibus
Cllr Levett to assist Cllrs Southgate, Brinkley and Morley with the preparation of a Marketing Plan.
Cllr Southgate to discuss with Cllr Brinkley, the need for signwriting on the minibus advertising it as a Village Community Bus.

2021/115: Parish Councillor Vacancy
Cllrs Southgate and Cutting-Keyton to meet applicants and submit recommendation to Cllrs at October meeting.
Clerk to ascertain process and timescales for increasing Cllr numbers from 9-10. (See Agenda Item 10.2).

2021/116.1: Queen’s Platinum Jubilee 2022
The Clerk to place an order for the hire of a marquee, food tent, trestles, tables and chairs suitable for 650 people with Countryside Marquees Hire Ltd.

2021/116.2: Remembrance 2021
The Clerk to place an order for a life-size Tommy silhouette with Royal British Legion.

2021/117.1: Asset Volunteers
Cllrs to review the Asset Maintenance Register and consider asset allocation for the October meeting.

2021/117.2.1: Village Sign maintenance
Cllr Turner to apply a coat of paint to the village sign on Parsonage Green.

2021/117.2.6: Village Hall Car Park
Cllr Cutting-Keyton to compile a Schedule of Maintenance work relating to the Village Hall Car Park.

2021/118: Local Needs Housing
Cllr Cutting-Keyton to provide laminated A4 Notices on the next stages of the Jeffries Green housing development.

DC/21/05600: Householder Application – Erection of single storey linked extension. The Long House, Parsonage Green, Cockfield, Suffolk IP30 0HB. (Consultation Response Deadline: 3/11/21)

DC/21/05687: Application under S73a for removal or variation of a condition following planning permission DC/18/00306 dated 17/05/2018. Town and Country Planning Act 1990. Outline Planning Permission (access to be considered) for the erection of up to 10 dwellings – To vary and re-word Condition 17 (Sustainable Urban Drainage Scheme) specific to the 10 Dwelling scheme and remove Condition 18 (Pre-Commencement Condition – Construction Surface Water Management Plan). DC/21/04148: Householder Planning Application – Alteration to cart-lodge to create roof space studio. Highfield House, Howe Lane, Cockfield, Suffolk IP30 0HA. Decision: Planning Permission has been Granted.

DC/21/04375: Full Planning Application – Erection of 1No dwelling and garage (following demolition of existing barn) (in lieu of Part Q approved under DC/20/05787). Earls Hall Farmhouse, Earls Hall Road, Cockfield, Suffolk IP30 0JD. Decision: Planning Permission has been Granted.

DC/21/03753: Application for Listed Building Consent – Remove areas of cement and masonry paint from external render, repair with lime plaster and redecorate with limewash. Installation of 2no. cast iron vents and 1no. vented pantile. Internal and external repairs and alterations as detailed in the Schedule of Works and Heritage Statement: The Abbey Cottage, Windsor Green, Cockfield, Suffolk IP30 0LY. (Resubmission due to amended plan). Decision: Listed Building Consent has been Granted.

DC/21/03719: Application under S73a for removal or variation of a condition following approval of DC/19/02020 dated 18/09/2019. Town and Country Planning Act 1990 Reserved Matters for 10 No dwellings. Variation of condition 2 (Approved Plans & Documents) – Amendment to positions of Plots 05, 06 and 07 including addition of single garage to Plot 06 and double garage to Plot 07 (as approved under Outline Application DC/19/04755). Additionally, change of surface material for the proposed driveways and change of fencing. Details as per drawing DAPA_1431_400_00. Land to the West of Plough And Fleece Inn, Great Green, Cockfield, Suffolk. Decision: Planning Permission has been Granted.

DC/21/04408: Householder application – Erection of two storey rear extension. Install plinth around all external walls and rebuild chimney both in red brick, render front. Replace existing extension roof with slate tiles and clad with wood feather board to side. To garage apply wood feather board cladding, replace front doors to timber and roof tiles to slate, install red brick plinth. (re-submission of DC/21/00437) Laburnum Cottage, Windsor Green, Cockfield, Suffolk IP30 0LY Decision: Planning Permission has been Granted.

DC/21/05002: Notification for Works to trees in a Conservation Area – Pollard 1No Ash tree in rear garden by up to 30%. Location: Conifers, Cross Green, Cockfield, Suffolk IP30 0LG. Decision: BMSDC Do not wish to Object.

DC/21/02648: Outline Planning Application (some matters reserved, access to be considered) Town and Country Planning Act 1990 – Severance of garden amenity land and erection of 1No dwelling and garage. 8 Mackenzie Place, Cockfield, Suffolk, IP30 0HY. (Resubmission due to amended drawing). Decision: Outline Planning Permission has been Granted.

7. Finance:
7.1 To receive a financial statement and report, including the latest position with the 2021-2022 Council budget
7.2 To authorise Payments as presented and to note Income received.
7.3 To approve the quotation of £149.00 + VAT from R Turner to replace the missing Cockfield sign on the A1141 approach to Stow Hill.
7.4 To approve the quotation of £554.82 + VAT from Binder Ltd to replace the Pavilion Klargester Disc Bearings.

8. Neighbourhood CIL:
To receive an update from Cllrs Webster and Morley on cost estimates to install fencing and gating at the Glebe Land to secure the site.

9. Future of the Village Minibus:
To receive an update and/or proposal on the Marketing Plan from Cllrs Southgate, Brinkley, Morley.

10. Parish Councillor Vacancy:
10.1 To consider a recommendation from Cllr Southgate.
10.2 To consider a proposal from Cllr Levett that the Parish Council pass a resolution requesting BMSDC to undertake a Community Governance Review (CGR), to enable the Parish Council to increase its number of Cllrs from 9 to 10.

11. Queens Platinum Jubilee Celebrations 2022:
To receive an update from Cllr Cutting-Keyton on arrangements and costs for the Queens Platinum Jubilee Celebrations.

12. Maintenance Schedule and Asset Management:
12.1 Maintenance Calendar (Full review, February, June, October only)
To undertake full review of 2021/2 Maintenance Requirements for budget preparation purposes.
12.2 Maintenance Matters by exception:

12.2.4 Cemetery
12.2.5 Playground: To consider recommendations contained in the Annual Safety Inspection Report and any action required, resulting from child’s fall from play equipment.

1. Resident’s email advising of a child’s fall from play equipment at the Playground, due to a hanger strap becoming uncoupled.

17. Next Meeting:
The next Ordinary Meeting of the Parish Council will be held on Thursday 25 November 2021 at 7.30pm, in the Village Hall.
