You are hereby summoned to the Extraordinary Meeting of the Parish Council which will be held in the Village Hall on Thursday 19 December 2019 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend and may address the Council, during the Public Participation Session, Item 5 on the agenda.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person may film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions. Would any person intending to report please give notice before the start of the meeting to the Clerk or Chairman of the Council to enable reasonable facilities to be afforded.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Extraordinary Meeting of the Parish Council held on 28 November 2019.
4. To review progress on all outstanding actions from minutes of previous meetings.
122: Cllr Lindsay to pursue the state of the repairs to the verge opposite Clovelly, Howe Lane with SCC Highways.

126.1: Cllr Brinkley to chase up the estimate for the modification to the Bandstand seating to prevent the accumulation of litter.

138: Cllr Webster to amend the Parish Council’s Pavilion Hire Agreement to acknowledge the Council’s agreement to the Football Club’s Alcohol Licence. The Clerk to provide Cllr Webster with CAME & Co’s advice statement.

140: Cllr Brinkley to chase up the estimate for refurbishing the Parish Council’s noticeboards.

147: District Cllr Maybury to raise Cllr Levett’s concerns over staffing numbers lack of training for Health visitors with the Health Committee.

151: Cllr Brinkley to respond to Cllr Levett with information to complete the Asset Register to incorporate an Asset Maintenance Regime.
181: Cllr Webster to investigate alternative Recycling Contractors to collect the villages’ Waste Paper and Cardboard.

5. Public Participation Session: (15 minutes).
5.1 Suffolk County Councillor and Babergh District Councillor Reports.
5.2 Public comment.

6. Finance:
To authorise payments as presented and to note income received.

7. Planning:
7.1 To consider any applications received which have been referred to the Parish Council:

DC/19/04755: Outline Planning Application (Access to be considered all other matters reserved) – Erection of up to 34 no. dwellings (Plots 5, 6 and 7 of Reserved Matters Permission DC/19/02020 to be repositioned/amended). Land to The Rear of Plough (Consultation Submission Deadline extended until 20/12/19).

7.2 To note any Babergh DC planning permissions/refusals received:

DC/19/04576: Full Planning Application – Erection of 1No. 1 Bed Bungalow and 2No. 2 Bed Bungalows with parking. Adjacent To, Mackenzie Place, Cockfield, Suffolk. Planning Permission Has Been Granted.

DC/19/05131: Householder Planning Application – Erection of first floor rear extension with balcony. Erection of single storey side and rear extensions to garage. Clovelly, Howe Lane, Cockfield, Bury St Edmunds Suffolk IP30 0HA. Planning Permission Has Been Granted.

8. Trees for Life:
To consider potential Parish Council owned locations for any donated Trees for Life.

9. Waste Paper and Cardboard Collection:
To consider alternative Recycling Contractors to collect Waste Paper and Cardboard.

10. Defibrillators:
To consider the need for further defibrillators to ensure full coverage throughout the village.

11. Pavilion Update:
To consider a proposal from Cllr Levett to agree the valuation of the Pavilion, to instruct the Loss Adjusters to proceed with the remedial works and to agree the minimum timescale for monitoring and commencement of redecoration.

12. The Assets of Community Value:
To consider listing Assets of Community Value.

13. Correspondence:
To consider the list of correspondence received and to agree any appropriate actions.

14. Matters to be brought to the attention of the Council either for information or for inclusion on the agenda of a future Ordinary Meeting.

15. Next Meeting:
The next Ordinary Meeting of the Parish Council will be Thursday 30 January 2020 in the Village Hall beginning at 7.30pm. The next Extraordinary Parish Council meeting be 16th January 2020 to agree the Parish Council’s 2020/21 Budget and Precept requirement.
