You are hereby summoned to the Extraordinary Meeting of the Parish Council which will be held in the Village Hall on Thursday 10 October 2019 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend and may address the Council, during the Public Participation Session, Item 4 on the agenda.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person may film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions. Would any person intending to report please give notice before the start of the meeting to the Clerk or Chairman of the Council to enable reasonable facilities to be afforded.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Ordinary Meeting of the Parish Council held on 26 September 2019.

4. Public Participation Session: (15 minutes).

5. Finance:
5.1 To authorise payments as presented and to note income received.
5.2 To approve a quotation for the repair and refurbishment of the Parsonage Green bench.

6. Planning:
6.1 To consider any applications received which have been referred to the Parish Council:

DC/19/04367: Application for Reserved Matters: Submission of details under Outline Planning Permission DC/18/00474 – Access, Appearance, Landscaping, Layout and Scale for Erection of up to 3 No. dwellings and construction of vehicular access; Discharge of Condition 3 (Reserved Matters), Condition 5 (Landscape Protection), Condition 8 (Access), Condition 9 (Visibility Splays), Condition 11 (Surface Water Discharge), Condition 12 (Provision of Parking and Turning): Plot 1 Land At Bury Road, Cross Green, Cockfield, Bury St Edmunds Suffolk IP30 0LG (Consultation Submission Deadline:14/10/19).

DC/19/04576: Full Planning Application – Erection of 1No. 1 Bed Bungalow and 2No. 2 Bed Bungalows with parking. Site Adjacent To, Mackenzie Place, Cockfield, Suffolk.
(Consultation Submission Deadline:22/10/19).

6.2 To note any Babergh DC planning permissions/refusals received including:

DC/19/02075: Householder Planning Application – Conversion of barn to residential annexe. The Walnuts, Great Green, Cockfield, Bury St Edmunds Suffolk IP30 0HN. Planning Permission has been Granted.

DC/19/02076: Application for Listed Building Consent – Conversion of barn to residential annexe, including creation of accessible ground floor bedroom & wet room and insertion of mezzanine gallery with doors and windows in existing structural openings. New internal door in brick wall. The Walnuts, Great Green, Cockfield, Bury St Edmunds Suffolk IP30 0HN. Listed Building Consent has been Granted.

7. Pavilion:
To receive an update on various Pavilion related issues.

8. CIL 123 Application:
To review and approve a CIL123 Application on behalf of the Parish Council for new playground equipment at the Great Green to be submitted to BMSDC before 31st October 2019.

9. Maintenance of Notice Boards:
To agree the maintenance required to the Parish Council notice boards.

10. Matters to be brought to the attention of the Council either for information or for inclusion on the agenda of a future Ordinary Meeting.

11. Next Meeting:
The next Ordinary Meeting of the Parish Council will be Thursday 31 October 2019 in the Village Hall beginning at 7.30pm.
