You are hereby summoned to the Extraordinary Meeting of the Parish Council which will be held in the Village Hall on Wednesday 17 July 2019 at 8.15pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend and may address the Council, during the Public Participation Session, Item 4 on the agenda.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person may film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions. Would any person intending to report please give notice before the start of the meeting to the Clerk or Chairman of the Council to enable reasonable facilities to be afforded.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Extraordinary Meeting of the Parish Council held on 27 June 2019.

4. Public Participation Session: (15 minutes).
4.1 Suffolk County Councillor and Babergh District Councillor Reports.
4.2 Public comment.

5. Parish Clerk’s Report:
To provide update on outstanding actions.

6. Finance:
To authorise payments as presented and to note income received.

7. Planning:

7.1 To consider any applications received which have been referred to the Parish Council:

DC/19/03063: Planning Application. Demolition of existing building. Erection of 9 no. dwellings and creation of a new vehicular access: The Garage, Great Green, Cockfield, Bury St Edmunds Suffolk IP30 (Consultation Deadline 22/07/19)

7.2 To note any Babergh DC planning permissions/refusals received including:

DC/19/02699: Discharge of Conditions Application for DC/18/00494 – Condition 3 (Materials): Cockfield Post Office and Stores, Howe Lane, Cockfield, Bury St Edmunds Suffolk. IP30 0HA. Conditions Approved.

DC/19/02527: Non-Material Amendment to application DC/19/01126 – Amendment to roof line over studio due to roof detailing. Amendment to roofing materials from all slate to part slate and part tile. Amendment to windows from hardwood to part hardwood and part UPVC: Mill House, Bury Road, Cockfield, Bury St Edmunds Suffolk IP30 0LB. Amendment Details Approved.

Appeal Ref: APP/D3505/W/19/3222867- The appeal is allowed and outline planning permission is granted. DC/18/04398 – Erection of 1 No. Dwelling with creation of new vehicular access. 1 Willow Bridge Cottages Cockfield.

Appeal Ref: APP/D3505/W/19/322294 – Appeal Allowed – DC/18/01724 – Land South of Birds Lane Cockfield – Erection of 1 No. Dwelling and Cart lodge.

DC/19/02093: Application for Outline Planning Permission (Including access, all other matters reserved) – Erection of 1No dwelling, garage and new vehicular access. Land Adjacent Gambrel Chapel Road Cockfield IP30 0HE. Outline Planning Permission has been refused.

8. Bus Timetable Updates:
To consider the three options available to Parish Council to ensure bus users within the village have accurate timetables.

9. Request to Metal Detect on Parish Council Land:
To consider an ex-Cockfield resident’s request to metal detect on Parish Council land.

10. Correspondence:
To consider the list of correspondence received and to agree any appropriate actions.

11. Matters to be brought to the attention of the Council either for information or for inclusion on the agenda of a future Ordinary Meeting.

12. Next Meeting:
The next Ordinary Meeting of the Parish Council will be Thursday 25 July 2019 in the Village Hall beginning at 7.30pm.
