You are hereby summoned to the Extraordinary Meeting of the Parish Council which will be held as a Virtual Meeting using Skype Video Conferencing on Thursday 27 August 2020 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to access the meeting (via Skype) and may address the Council, during the Public Participation Session, Item 5 on the agenda. Would any person intending to address the Council during the meeting please provide a copy of their question (or report) to the Clerk of the Council (parish.council@cockfield.org.uk) in advance of the meeting, so that in the event that their access is lost during the meeting (i.e., through a wi-fi failure), then the Chairman will be able to read out their question during the meeting.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person is normally able to film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Ordinary Meeting of the Parish Council held on 30 July 2020.

4. To review progress on all outstanding actions from minutes of previous meetings.

2019/220: Telephone Kiosks
Cllr Brinkley to investigate the feasibility and cost of re-siting the Parish Council owned telephone kiosk from outside the Post Office to the corner of the Great Green.

2019/221.1: Parking at Great Green
Cllr Brinkley to investigate the costs of refurbishing the two-car parking bay at the corner of Great Green.

2019/221.8: Mackenzie Place Bus Shelter
Cllr Brinkley to obtain a quotation from a local contractor (C Limmer) to refurbish the Bus Shelter at MacKenzie Place.

2019/245.8: New Adventure Playground
Action Play & Leisure to provide a quotation to replace existing woodchip with new play quality woodchip and confirm start date for the Children’s Adventure Playground project.

2020/009.4: New Notice Board
AJ Joinery to manufacture and supply new notice board and 2 No. support posts.

2020/048.1: Village Survey Questionnaire
Cllrs Lindsay to raise the issue of the Survey Questionnaire with the Elmsett Parish Council Chairman when he meets him early August.

2020/058: Safe Walking Route from Mill Corner to the School
The Clerk was requested to arrange a meeting on site with interested parties. Cllr Lindsay agreed to get the vegetation cut back along the A1141 footpath.

2020/062.2.3: Earls Meadow
Cllr Morley to obtain quotations for cutting up 2 No. fallen trees in Earls Meadow. Cllr Morley to inspect two trees at the Pond, Great Green, two Mountain Ash trees in the Cemetery and to provide a health check of trees in Jeffreys Green.

2020/063.1: Pavilion
The Pavilion Working Group to take a decision on behalf of the Parish Council on the extent of repair work to be undertaken at the Pavilion.

2020/067: Noticeboards:
Cllr Levett and Cllr Williams to obtained to renew the noticeboard at Cross Green and to refurbish those at the Abbey, Mackenzie Place and the 3 Horseshoes.

2020/070: Quiet Lanes:
Cllr Southgate to liaise with SCC to progress the Quiet Lanes initiative in Cockfield.

5. Public Participation Session: (15 minutes).

6. Planning:

6.1 To consider any applications received which have been referred to the Parish Council:

DC/20/03116: Planning Application. Erection of new workshop building with the existing access to the site from the A1141 upgraded. Land to The East Of, Sudbury Road, Cockfield, Bury St Edmunds Suffolk IP30 0LN (Consultation Submission Deadline Extended until 31st August 2020).

DC/20/03216: Application for removal or variation of a condition following grant of planning permission B/16/01157 dated 13/01/2017 and subsequent appeal
APP/D3505/W/17/3170002 Town and Country Planning Act 1990. Planning (Listed
Buildings and Conservation Areas) Act 1990 – To vary condition 5 (Plans & Drawings) to include additional single storey extension.
Condition Number(s): 5 – listing of refused plans and documents
Conditions(s) Removal: Condition 5 – New drawings attached and renamed.
Approved plans changed following client requirements: Roundwood House, Windsor Green, Cockfield, Bury St Edmunds Suffolk IP30 0LY. (Consultation Submission Deadline Extended until 31st August 2020).

DC/20/03315: Full Planning Application – Erection No1 dwelling and garaging (following demolition of existing barn). Earls Hall Farmhouse, Earls Hall Road, Cockfield, Bury St Edmunds Suffolk IP30 0JD. (Consultation Submission Deadline 3rd September 2020)

6.2 To note any Babergh District Council planning permissions/refusals received:

None

7. Finance:
7.1 To receive a financial statement and report, including the latest position with the 2020-2021 Council budget.
7.2 To authorise payments as presented and to note income received.
7.3 To consider a proposal by Cllr Morley to appoint a contractor to undertake Tree Surgery/Hedge Trimming around the Pond and to trees around the Children’s Playground Area on the Great Green.
7.4 To consider a proposal by Cllr Morley and Cllr Brinkley to appoint a contractor to reduce the height of the Poplar tree on the Great Green from 30m to 6m (The proposal was circulated to Cllrs in advance of the meeting).
7.5 To consider a proposal by Cllr Morley, Cllr Cutting-Keyton and Cllr Brinkley for the preferred Children’s Adventure Playground Contractor to supply new Playground quality woodchip in lieu of the existing wood chippings.

8. Pavilion Update:
