Members of the Council:

You are hereby summoned to an Ordinary Meeting of the Parish Council which will be held in the Village Hall on Thursday 28 September 2017 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend and may address the Council, following item three on the agenda, when the meeting is adjourned.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person may film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions. Would any person intending to report please give notice before the start of the meeting to the Clerk or Chairman of the Council to enable reasonable facilities to be afforded.

AGENDA

1.         To receive any apologies for absence.

2.         To receive, from Members, any declarations of interest in items on the           agenda in accordance with the Council’s Code of Conduct.

3.         To approve the minutes of the Ordinary Meeting of the Parish Council held on 27 July 2017.

4.         Adjournment for:
4.1      County Councillor’s report.

4.2       District Councillor’s report.

4.3       Public comment and/or questions.

 

5.         Planning:

5.1       To consider any applications received.

5.2       To note any applications considered the deadlines for which were in advance of this meeting including:

DC/17/03974 – Strathallan, Great Green – erection of new garage, workshop and front entrance porch. Council had no objection;

DC/17/03190 – South Side Cottage, Stows Hill – erection of rear conservatory. Council had no objection; and

DC/17/04231 – Cross Green House, Cross Green – Tree Preservation Order – fell tree T1 protected by TPO WS200/G1 and cut back T2. Council had no objection.

5.3       To note any Babergh DC planning permissions/refusals received including:
B/17/00988 – granted – Jupiter, Great Green – submission of details under planning permission B/16/01105 – appearance, layout, scale and access for  the erection of five dwellings; and

DC/17/03282 – granted – 3 Mackenzie Place – erection of an attached garage.

 

6.         Finance:
6.1       To receive a financial statement and report, including the latest position with the 2017-2018 Council budget.
6.2       To authorise payments as presented and to note income received.
6.3       To note and acknowledge the completion of the 2016-2017 Annual Return by BDO (external auditors), that there were no issues identified and, accordingly, to accept and approve the formal completion of the 2016-2017 Annual Return.

7.         Telephone Boxes:
To consider the potential uses of the red telephone boxes in Mackenzie Place and Howe Lane now in the ownership of the Council and any action required to provide for their appearances and maintenance.

8.        Correspondence:
To consider the list of correspondence received and to take action as appropriate.

9.         Working Groups, Representatives to External Bodies, Officers and     Portfolio-Holders:

To receive reports from working groups and to take action as appropriate.

9.1       Local Needs Housing/Mackenzie Place Development – Cllr Morley

9.2       Greens Management – Cllr Brinkley

9.3       Pavilion Management – Cllr Southgate

To receive reports from representatives to external bodies and to take action as  appropriate, particularly:

9.4       Suffolk Association of Local Councils (SALC) – Cllr Cutting-Keyton

9.5       Emergency Services – Cllr Cutting-Keyton

To receive reports from Council officers and to take action as appropriate, particularly:

9.6       Emergencies – Cllr Morgan

9.7       Highways – Cllr Cutting-Keyton

9.8       Tree Warden – Cllr Morley
To receive reports from Council portfolio-holders and to take action as appropriate, particularly:

9.9       Earl’s Meadow – Cllr Williams

9.13    Play Equipment – Cllr Southgate

10.       Matters to be brought to the attention of the Council either for information or for inclusion on the agenda of a future Ordinary Meeting.

11.       Next Meeting:
To note that the next Ordinary Meeting of the Parish Council is scheduled for Thursday 26 October in the Village Hall beginning at 7.30pm.
