Summary Report of the Extraordinary Meeting of the full Council held on 21 December 2021

The Parish Council do not ordinarily hold meetings during December due to the Christmas holidays. However, urgent items of business required to be actioned particularly limited by the timescale associated with the Plough and Fleece matters, therefore an extraordinary meeting was called.

Plough and Fleece – ACV Community Right to Bid

Cllr Southgate outlined the history of the ACV process relating to the pub, the timescales involved in the Community Right to Bid process and the opportunities for and concerns of the Parish Council.

The Cockfield Village Group (a Community Interest Group) advised that they had expressed an interest with BMSDC to be considered as a bidder. However they still needed to register themselves as a Company Limited by Guarantee by 10/01/22, to be considered as an eligible Community Interest Group and trigger the Full Moratorium period. They had undertaken preliminary discussions with the owner and were now aware of the asking price and the assets being offered for sale. They outlined their ambition to create a Community Hub on the site by incorporating a coffee shop, post office and village shop with the pub.

The Chair of the Community Council advised that if the Cockfield Village Group were unable to achieve the above within the timescales, he was willing to convene a meeting of Trustees to explore opportunities for the Community Council to do so.

It was proposed by Cllr Southgate and seconded by Cllr Cutting-Keyton that the Parish Council should support any group with viable proposals to save the pub, but that the Parish Council could themselves never be in a position to submit a Bid or indeed be considered as a Bidder, thus precluding them from Expressing an Interest to do so.  The proposal was carried.

The Parish Council agreed to forward a letter to the Cockfield Village Group expressing its support for them to become an eligible Bidder, which could be forwarded to BMSDC.

Planning Applications for Consultation:

DC/21/06318: Householder Planning Application- Erection of cart lodge to front of dwelling and outbuilding to rear of garden: Hardwick View, Cockfield, Suffolk, IP30 0LB (Consultation Deadline 16/12/21.  The Parish Council Objected to this Application.

DC/21/06416: Application for works to trees in a Conservation Area: Reduce crowns of 1no Silver Birch (T1) and 1no Ash (T2) by 40% to previous cutting points: Lanterns, Cross Green, Cockfield, Suffolk IP30 0LG. The Parish Council had no Objections to this Application.

DC/21/05655: Application for Outline Permission (Access points to be considered, Appearance, Layout, Scale and Landscaping reserved) Town and Country Planning Act 1990 – Erection of 1No self-build dwelling and cart lodge: Land at Wix House, Great Green, Cockfield, Suffolk IP30 0HQ. The Parish Council Objected to this Application.

DC/21/06559: Householder Application – Erection of two storey side extension (following demolition of existing garage). Construction of dormer windows to roof slope to utilise existing attic space to provide bedrooms. Render all elevations to the whole house and erection of detached garage: Trinity House, Windsor Green, Cockfield, Bury St Edmunds Suffolk IP30 0LY The Parish Council Supported this Application.

Planning Application  – Decisions Received:

DC/21/03681: Proposal & Location of Development: Application for Outline Planning Permission (all matters reserved) Town and Country Planning Act 1990 – Erection of 8No self-build dwellings (re-submission of part of Hybrid Application approved under DC/17/05332). Land Adjacent To, Mackenzie Place, Cockfield. Decision: Outline Planning Permission Has Been Granted

DC/21/05600: Proposal & Location of Development: Householder Application – Erection of single storey linked extension The Long House, Parsonage Green, Cockfield, Suffolk IP30 0HB.

Decision: Planning Permission Has Been Refused

DC/21/05601: Proposal & Location of Development: Application for Listed Building Consent – Erection of single storey linked extension The Long House, Parsonage Green, Cockfield, Suffolk IP30 0HB.

Decision: Listed Building Consent Has Been Refused

DC/21/02648: Application for a Non-Material Amendment relating to DC/21/02648 Adjustment to the intended sub-division of garden amenity land between the host dwelling (Nr 8) and proposed dwelling. 8 Mackenzie Place, Cockfield, Suffolk, IP30 0HY

Decision: Amendment Detail Has Been Approved

Pavilion Air Conditioning System Repairs: It was agreed to implement repairs to the pavilion heat pump system following a call out inspection by a new specialist contractor.

Subsequently the new contractor was found to be more competitive than the existing provider, so it was also agreed to sanction transfer of the maintenance contract for the next year.

Neighbourhood CIL: In Cllr Morley’s absence, the Clerk advised the Street Furniture Licence for the new Mackenzie Place bus shelter had been obtained. SEH French had provided a quotation to design the groundworks for the Bus Shelter.  A meeting with SEH French has been scheduled for 21/01/22 to fully discuss proposals, timescales and any need for a S278 application.
