Parish Council Meeting Report, 13th January 2022
Summary report of the Ordinary Meeting of the full Parish Council held on 13 January 2022 at 7.30pm held in the Village Hall, Cockfield.

On-going and Outstanding Actions
Village Hall Car Park: Cllr Levett to provide an update on the Schedule of Maintenance work and potential contractors to undertake work relating to the Village Hall Car Park. In the absence of Cllr Levett, Cllr Golding did confirm that he had carried out some clearance of vegetation debris particularly blocking the drains etc.
Greens Management: Cllr C Brinkley to provide an update on Hewicks ability to provide edge grass cutting services on the Great Green.
Plough & Fleece – ACV Community Right to Bid: Cllr Morley requested that this be a standard agenda item at future meetings and a representative of the Cockfield Village Group be invited to attend to provide appropriate updates.
Public Participation Session:
Suffolk County Cllr Lindsay circulated his report in advance of the Parish Council meeting and was not in attendance to add further to his report. Cllr Southgate read out Cllr Lindsay’s report.
District Cllr Maybury did not submit a report and was not in attendance. District Cllr Arthey had nothing to report.
A member of the public expressed comments about Planning Application DC/20/03116, stating that Cross Green residents considered nothing had changed since the previous submission to change their objections. She referred to Cllr Levett’s email and requested that the Parish Council be represented at the BMSDC Planning Committee.
Planning: Applications Received for consultation:
DC/20/03116: Proposal: Planning Application – Erection of new workshop building with the existing access to the site from the A1141 upgraded. Land to the East of Sudbury Road, Cockfield, Bury St Edmunds Suffolk IP30 0LN.
The Parish Council Objected to this Application.
DC/21/06568: Planning Application. Erection of 3no dwellings and associated parking and landscaping. Land Rear of Plough and Fleece Inn, Great Green, Cockfield, IP30 0HJ.

Decisions Received from BMSDC
DC/21/05789: Discharge of Conditions Application for DC/21/03753 – Condition 3 (Methods/Products and Photographs of Trials Undertaken), Condition 4 (Detailed Schedule of Repair to Underlying Fabric), Condition 5 (Confirmation of Proposed Render Mix), Condition 6 (Confirmation of Proposed Limewash Colour) and Condition 9 (Details of Proposed Backing to New Render) Location: The Abbey Cottage, Windsor Green, Cockfield, Suffolk IP30 0LY. Decision: Conditions Approved.
DC/21/06416: Application for works to trees in a Conservation Area: Reduce crowns of 1no Silver Birch (T1) and 1no Ash (T2) by 40% to previous cutting points Lanterns, Cross Green, Cockfield, Suffolk IP30 0LG. Decision: BMSDC Does Not Wish to Object.
Parish Council Budget for 2022/23: The Clerk outlined the principles, assumptions and calculations behind the 2022/23 budget. It was proposed by Cllr Morley and seconded by Cllr Cutting-Keyton that the budget presented by the Clerk was accepted. The proposal was carried.
Parish Council Precept for 2022/23: The Clerk outlined the Parish Council’s Precept demand needed to fund the Budget approved in above. This resulted in no increase to the Parish Council’s Council Tax demand for a Band D Property. It was proposed by Cllr Webster and seconded by Cllr Cutting-Keyton that the Precept be accepted. The proposal was carried. The Precept Form to be signed by Cllr Southgate and the Clerk and submitted to BMSDC by 31/01/22.
Queens Platinum Jubilee Celebrations 2022: Cllr Cutting-Keyton circulated a draft communication, notifying the village of arrangements for the Queen’s Platinum Jubilee Celebrations in 2022, to Cllrs in advance of the meeting. The proposal was carried.
Greens Management: The Clerk had obtained a quotation from Vertas Group Ltd to cut the grass around the edge of Great Green, but was awaiting an alternative proposal from Hewicks who may be able to assist.
Cemetery: It was agreed that the quotation from S Bradnam to cut down and remove the diseased ash tree at the Cemetery be accepted.
Parish Paths: It was agreed that the annual village litter pick should be organised for the weekend 19th/20th March.
Local Needs Housing: Cllr Morley provided an update on the Jeffries Green development and advised that there was strong interest in the first release of the self-build plots.

Police/Fire: Nothing to report.
