You are hereby summoned to the Annual Meeting of the Parish Council which will be held in the Village Hall on Thursday 29 July 2021 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend the meeting and may address the Council, during the Public Participation Session, Item 5 on the agenda.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person is normally able to film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Ordinary Meeting of the Parish Council held on 24 June 2021.

4. To review progress on all outstanding actions from minutes of previous meetings.

2019/220: Telephone Kiosks
Cllr Brinkley to investigate the feasibility and cost of re-siting the Parish Council owned telephone kiosk from outside the Post Office to the corner of the Great Green. Cllr Turner to investigate alternative housings for the defibrillator at the Great Green and submit proposal in August.

2020/156.2: Turfing at Great Green
Cllr Brinkley to purchase 200m2 of turf to be laid at the Adventure Playground, Great Green. Purchase deferred until the Autumn.

2021/035.4: Bandstand:
Cllr Morley to obtain a quotation for cleaning and painting the inside and the outside of the Bandstand, Great Green

2021/036: SCC School Bus Service
Cllr Southgate to write draft a letter on behalf of the PC to challenge the SCC Policy and specifically its impact on residents of the new Jeffrey’s Green development..

2021/056: Neighbourhood CIL
Cllr Morley to provide a feasibility update on the proposed new Bus Shelter. (See Agenda item 9).

2021/057: Future of the Minibus
Cllrs Southgate, Brinkley and Morley to develop a Minibus Marketing Plan. (See Agenda item 10).

2021/039.2: Pavilion Balustrade
The Clerk to obtain 3 No. quotations to repair the Pavilion Balustrade after the Insurance Renovation Works are complete.

2021/039.3: Pavilion Hire
Cllr Golding to advise the Clerk of the letter content and addressee and the Clerk will draft a letter for the Chairman to sign, confirming a long-term commitment from the Parish Council to a hire agreement of the Pavilion by Cockfield United.

2021/041.2.2: Glebe Land
Cllrs Webster Morley to obtain quotation for installing new gates to secure the site.

2021/060.3: Cllr Vacancy
Subject to BMSDC advising, that there has been no request for an election, Cllr Southgate is to review and amend the draft advert proposed by Cllr Levett and forward to Cllr Cutting-Keyton for publication in Green Links and the Clerk to draft a formal co-option vacancy advert for publication on the Village Website and to be posted on PC Notice boards.

2021/061.1: Asset Volunteers
Cllrs to review the Asset Maintenance Register and volunteer as appropriate to take responsibility for assets, which were previously the responsibility of ex-Cllr Williams.

2021/062: Local Needs Housing
Cllr Cutting-Keyton to print and laminate posters, advertising Orwell housing opportunities at Jeffrey’s Green, for the Clerk to post on PC Noticeboards.

2021/063.2: Highways and Emergencies
The Clerk to write to the new SCC Cabinet member responsible for Highways, complaining about SCC Highway’s delayed Verge Cutting, their lack of pavement maintenance along the A1141 creating an unsafe pedestrian walking route along the A1141 and Howe Lane.(See Agenda item

2021/063.3: Police/Fire
The Crime Officer is still outstanding to provide his ‘Design Out Crime’ Report relating to the Village Hall, Pavilion Shed and Bandstand.

6.1 To consider any applications received which have been referred to the Parish Council:

DC/21/03681: Application for Outline Planning Permission (all matters reserved) Town and Country Planning Act 1990 – Erection of 8 No self-build dwellings (re-submission of part of Hybrid Application approved under DC/17/05332). Land Adjacent To, Mackenzie Place, Cockfield, (Consultation Response Deadline 21/07/21, extended until 02/08/21).

DC/21/03719: Application under S73a for removal or variation of a condition following approval of DC/19/02020 dated 18/09/2019. Town and Country Planning Act 1990 Reserved Matters for 10 No dwellings. Variation of condition 2 (Approved Plans & Documents) – Amendment to positions of Plots 05, 06 and 07 including addition of single garage to Plot 06 and double garage to Plot 07 (as approved under Outline Application DC/19/04755). Additionally, change of surface material for the proposed driveways and change of fencing. Details as per drawing DAPA_1431_400_00. Land to the West of Plough and Fleece Inn, Great Green, Cockfield, Suffolk (Consultation Response Deadline 21/07/21, extended until 02/08/21).

DC/21/00279: Submission of details for reserved matters following approval of DC/18/00474 and subsequent DC/20/04440 for the appearance, layout, scale and landscaping of Plot 1. (Phased development for the erection of 3 No dwellings). Location: Land At Bury Road, Cross Green, Cockfield, IP30 0LG. (Consultation Response Deadline 22/07/21, extended until 02/08/21).

DC/21/03817: Application under S73 for removal or variation of a condition following grant of planning permission DC/21/02621 dated 16/06/2021. Town and Country Planning Act 1990. To vary Conditions 4 (Written Scheme of Archaeology) 5 (Archaeology Timetable) 7 (Operating Hours) and vary Condition 11 (Surface Water Management). Corner Farm, Lawshall Road, Cockfield, Suffolk IP30 0JP (Consultation Response Deadline 29/07/21, extended until 03/08/21).

DC/20/04886: Appeal Reference: APP/D3505/W/21/3269479 Appeal by: R East & J Sadler Proposal: Full Planning Application – Change of use of public house to residential dwelling. Plough and Fleece Inn, Great Green, Cockfield, Bury St Edmunds Suffolk IP30 0HJ (Appeal Start Date: 08/07/2021)

DC/21/03753: Application for Listed Building Consent – Remove areas of cement and masonry paint from external render, repair with lime plaster and redecorate with limewash. Installation of 2no. cast iron vents and 1no. vented pantile. Internal and external repairs and alterations as detailed in the Schedule of Works and Heritage Statement. The Abbey Cottage, Windsor Green, Cockfield, Suffolk IP30 0LY (Consultation Response Deadline 06/08/21).

DC/21/04061: Householder Planning Application – Erection of a two-storey side extension following demolition of existing garage: Vine Cottage, Chapel Road, Cockfield, Suffolk IP30 0HE. (Consultation Response Deadline 11/08/21).

6.2 To note any Babergh District Council planning permissions/refusals received:

DC/21/03113: Non-Material Amendment to DC/18/00306 and DC/19/02020 – Amendment to positions of Plots 05, 06 and 07 (as approved under Outline Application DC/19/04755). Land to the West of Plough and Fleece Inn, Great Green, Cockfield, Suffolk IP30 0HJ Decision: Non-Material Amendment was Refused.

DC/21/03177: Notification for works to trees in a Conservation Area – Remove approximately 14no Conifer trees (Forming Hedge) and Replant with Laurel Candleford House, Cross Green, Cockfield, Bury St Edmunds Suffolk IP30 0LG. Decision: BMSDC do not wish to object.

DC/21/03129: Householder Planning Application – Erection of a first floor extension over existing single storey side extension and replacement of existing conservatory with single storey rear extension Jaydam House, 8 Great Green, Cockfield, Suffolk IP30 0HQ. Decision: Planning Permission has been Granted.

DC/21/03496: Application for works to a tree/s in a Conservation Area – Prune back 1No Acacia tree(T1) large branch overhanging the patio to an appropriate growing point. Prune back 1No Acacia tree (T2), overhanging branch over the garage to an appropriate growing point. Removing any dead branches on both trees. Sketch plan 1 Hope House, Cross Green, Cockfield, Suffolk IP30 0LG. Decision: BMSDC do not wish to object.

7. Finance:
7.1 To receive a financial statement and report, including the latest position with the 2021-2022 Council budget
7.2 To authorise Payments as presented and to note Income received.
7.3 To approve a proposal from Cllrs Webster and Morley to install gating at the Glebe Land to secure the site.

8. Cockfield Emergency Plan:
To approve and adopt the Cockfield Emergency Plan (Circulated to Cllrs in advance of the meeting).

9. Neighbourhood CIL:
To receive a progress update from Cllr Morley on the Feasibility of the new Bus Shelter at Mackenzie Place.

10. Village Minibus:
To receive an update and/or proposal on the Marketing Plan from Cllrs Southgate, Brinkley, Morley.

11. Speed Awareness proposals:
11.1 To consider Cllr Turner’s proposal (circulated to Cllrs in advance of the meeting) to install an additional 2 No, SID mounting posts, complete with signage comprising Children’s Playground sign and 2 No. 30mph Roundels and to install 2 No. ‘Stop, think Road’ signs mounted on posts either side of Great Green, all at a cost not to exceed £500.
11.2 To consider Cllr Turner’s proposal (circulated to Cllrs in advance of the meeting) to purchase an additional SID to be utilised around the Great Green at a cost of approximately £3,200. (Note: The PC did not specifically include for this in its 2021/22 budget, but it was proposed at the 24/06/21 PC Meeting that this could be funded from Neighbourhood CIL monies).

12. Queen’s Platinum Celebrations:
To receive an update from Cllr Cutting-Keyton on plans for the Queen’s Platinum Celebrations.

13. Pavilion Update:
13.1 To receive a progress report on the Refurbishment – Cllr Levett
13.2 To consider balustrade refurbishment options – The Clerk

14. Parish Councillor Vacancy:
To receive an update from Cllr Southgate on the co-option process and advert.

15. Pedestrian Footpath/Verge Cutting 2021 and 2022:
15.1 In the absence of any SCC Grass Verge cutting on Cockfield’s C & U Roads in 2021, to approve an additional Verge Grass Cut by the Parish Council’s contractor on Cockfield’s C & U Roads, week beginning 2/08/21.
15.2 To agree that the Parish Council should budget for 3 No. Verge grass cuts in its 2022 Precept (regardless of any SCC Cutting Programme).

To undertake full review of 2021/2 Maintenance Requirements for budget preparation purposes.
