You are hereby summoned to the Ordinary Meeting of the Parish Council which will be held in the Village Hall on Thursday 17 February 2022 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend the meeting and may address the Council, during the Public Participation Session, Item 5 on the agenda. Please note, that due to Covid Restrictions, all attendees are requested to a) wear face masks at all times during the meeting, b) provide contact details on arrival and c) social distance whilst in the building and c) to have taken a Rapid Lateral Flow Test in the previous 24 hours and obtained a negative result.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person is normally able to film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Extraordinary Meeting of the Parish Council held on 13 January 2022.

4. To review progress on all outstanding actions from minutes of previous meetings.

2021/117.2.6: Village Hall Car Park
Cllr Levett to provide an update on the Schedule of Maintenance work and potential contractors to undertake work relating to the Village Hall Car Park.

2021/151.2.1: Greens Management
Cllr C Brinkley to confirm whether Hewicks can provide edge grass cutting services at the Great Green.

2021/151.2.2: Glebe Land
The Clerk to purchase membership of the Allotment Society for the Parish Council.

2021/174.4: Precept
The Chairman and Clerk to sign the Precept form and submit to BMSDC by 31/01/22.

6. Planning:

6.1 To consider any applications received which have been referred to the Parish Council:

DC/22/00290: Full Planning Application – Erection of 4 No. 2 bedroom holiday lets with associated parking area and restoration of airfield building and creation of museum room (resubmission for extant permissions DC/18/05346 and DC/19/01357). Land East of Bury Road, Alpheton, Suffolk (Consultation Deadline 09/02/22, extended until 18/02/22).

DC/20/03116: Erection of new workshop building with the existing access to the site from the A1141 upgraded. Land to the East of Sudbury Road, Cockfield, Bury St Edmunds Suffolk IP30 0LN, Cllrs need to agree the wording of the PC’s response to be read out at the BMSDC Planning Committee meeting (date of which is currently unknown but may be one of the two meetings scheduled before the next PC Meeting on 24/03/22).

6.2 To note any Babergh District Council planning permissions/refusals received:

DC/21/05687: Application under S73a for removal or variation of a condition following planning permission DC/18/00306 dated 17/05/2018. Town and Country Planning Act 1990. Outline Planning Permission (access to be considered) for the erection of up to 10 dwellings – To vary and re word Condition 17 (Sustainable Urban Drainage Scheme) specific to the 10-dwelling scheme and remove Condition 18 (Pre-Commencement Condition – Construction Surface Water Management Plan). Land to the West of Plough and Fleece Inn, Great Green, Cockfield, Suffolk. Decision: Planning Permission has been Granted.

DC/21/06318: Householder Planning Application – Erection of cart lodge to front of dwelling and outbuilding to rear of garden. Hardwick View, Cockfield, Suffolk, IP30 0LB. Decision: Planning Permission has been Granted.

DC/21/06559: Householder Application – Erection of two storey side extension (following demolition of existing garage). Construction of dormer windows to roof slope to utilise existing attic space to provide bedrooms. Render all elevations to the whole house and erection of detached garage. Trinity House, Windsor Green, Cockfield, Bury St Edmunds Suffolk IP30 0LY. Decision: Planning Permission has been Granted.

DC/21/06660: Discharge of Conditions Application for DC/21/00851 – Condition 4 (Agreement of Timber), Condition 5 (Brick and Flint Panelling), Condition 6 (Agreement of Levels) and Condition 8 (Refuse Bins and Collection Areas). Land At Bury Road, Cross Green, Cockfield, Bury St Edmunds Suffolk IP30 0LG. Decision: Conditions Approved.

DC/21/05381: Householder planning application – Erection of one and a half storey side extension with half hipped roof and front and rear dormers (following removal of existing flat roof extension), removal of existing lean to roofs to rear with gabled roof continued over and re-instatement of gable end, replacement of rainwater goods and internal alterations and associated works as detailed in Design and Access Statement and supporting plans. Sussex Cottage, Chapel Road, Cockfield, Suffolk IP30 0HE. Decision: Planning Permission has been Granted.

DC/21/05382: Application for Listed Building Consent – Erection of one and a half storey side extension with half hipped roof and front and rear dormers (following removal of existing flat roof extension), removal of existing lean to roofs to rear with gabled roof continued over and re-instatement of gable end, replacement of rainwater goods and internal alterations and associated works as detailed in Design and Access Statement and supporting plans. Sussex Cottage, Chapel Road, Cockfield, Suffolk IP30 0HE. Decision: Listed Building Consent has been Granted.

7. Finance:
7.1 To receive a financial statement and report, including the latest position with the 2021-2022 Council budget.

8. BMSDC Public Realm Land:
To receive an update from District Cllr Arthey on BMSDC Public Realm land disposal Policy.

9. Queens Platinum Jubilee Celebrations 2022:
To receive an update from Cllr Cutting-Keyton regarding arrangements for the Queen’s Platinum Jubilee Celebrations in 2022.

10. Plough & Fleece ACV – Community Right to Bid:
To receive an update from the Cockfield Village Group (When applicable).

11. Maintenance Schedule and Asset Management:

To undertake full review of 2021/2 Maintenance Requirements for budget preparation purposes.

15. Neighbourhood Plan:

16. Cockfield FC Pavilion Hire:
To agree the level of Annual Hire Fees to be charged to Cockfield FC for 2021/22 and 2022/23.

17. Risk Register:
To review and approve the updated Risk Register (circulated to Cllrs in advance of the meeting).

20. Next Meeting:
