You are hereby summoned to the Ordinary Meeting of the Parish Council which will be held in the Village Hall on Thursday 25 November 2021 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend the meeting and may address the Council, during the Public Participation Session, Item 5 on the agenda.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person is normally able to film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Ordinary Meeting of the Parish Council held on 28 October 2021.

4. To review progress on all outstanding actions from minutes of previous meetings.

2021/035.4: Bandstand
Cllr Southgate to provide a specification for cleaning and painting the inside and the outside of the Bandstand, Great Green, to enable the Clerk to obtain quotations.

2021/039.2: Pavilion Balustrade
The Clerk to provide update on the repair of the Pavilion Balustrade and obtain a quotation to paint all the balustrades.

2021/112.1: Neighbourhood CIL
Cllr Cutting-Keyton to obtain an updated quotation for the new Bus Shelter to support the Parish Council’s Application to SCC Highways to place Street Furniture on the Highway for the new Bus Shelter.

2021/112.2: Glebe Land
Cllr Webster to obtain a revised quotation based on our firm requirements for installing new gates and fencing to secure the site (See Agenda Item 7).

2021/117.1: Asset Volunteers
Cllrs to review the Asset Maintenance Register and consider asset allocation for the November meeting.

2021/117.2.6: Village Hall Car Park
Cllr Cutting-Keyton to compile a Schedule of Maintenance work relating to the Village Hall Car Park.

6.1 To consider any applications received which have been referred to the Parish Council:

DC/21/01336: Submission of Details (Reserved Matters in Part) following approval of DC/18/00474 and subsequent DC/20/04440 for the Appearance, Layout, Scale and Landscaping of Plot 2. (Phased development for the erection of 3No dwellings). Plot 2, Bury Road, Cross Green, Cockfield Suffolk IP30 0LG.
(Consultation Response Deadline: 01/11/21) The Parish Council consulted on this application in April and did not support the Reserved Matters Application, but were given a 2nd opportunity (of one working day) to add any further comments on the scheme negotiated by the Applicant with BMSDC. Cllrs supported the amended scheme.

DC/21/06007: Full Planning Application – Erection of a vehicle workshop with office and staff welfare facilities (following the demolition of existing vehicle workshop). Location: Mgt (Suffolk) Ltd Corner Farm, Lawshall Road, Cockfield, IP30 0JP. (Consultation Response Deadline: 25/11/21). Clerk has notified BMSDC that the PC will not be commenting on this application as it is outside the Parish Boundary.

DC/21/06047: Full Planning Application – Erection of 1No Self-Build Dwelling including new vehicular access and landscaping (re-submission of withdrawn application DC/21/05029). Location: Land Adj. To Gambrel, Chapel Road, Cockfield, Bury St Edmunds IP30 0HE. (Consultation Response Deadline: 26/11/21)

APP/D3505/W/21/3277336: The Horseshoes Inn Ltd: Erection of 2No detached five-bedroom dwellings, rearranging the car parking relating to the public house. Creation of vehicular access drive to serve the two dwellings. Demolition of the existing double garage together with additional landscaping Location: Three Horseshoes, Stows Hill, Cockfield, Bury St Edmunds Suffolk IP30 0JB

DC/21/02296: Submission of details (Reserved Matters) under Outline Planning Permission DC/19/04755 dated 22/02/2021. Appearance, Landscaping, Layout and Scale for Erection of up to 28no. dwellings (Plots 5, 6 and 7 of Reserved Matters Permission DC/19/02020 to be repositioned/amended). Land To The Rear Of Plough And Fleece Inn, Great Green, Cockfield, Suffolk. Decision: Reserved Matters Have Been Approved.

DC/21/03720: Discharge of Conditions Application for DC/18/00306- Condition 15 (Surface Water Drainage Scheme), Condition 16 (Implementation, Maintenance and Management) and Condition 19 (Foul Water Strategy) Location: Land To The West Of Plough And Fleece Inn, Great Green, Cockfield, Suffolk. Decision: Approved Condition.

APP/D3505/W/21/3271431: Land North of Howe Lane, Cockfield, Suffolk • The appeal is made under section 78 of the Town and Country Planning Act 1990 against a refusal to grant planning permission. • The appeal is made by Mr C. Shallow (David Hodge Farms) against the decision of Babergh District Council. • The application Ref DC/20/05849 dated 21 December 2020, was refused by notice dated 12 February 2021. • The development proposed is erection of 2 no. detached dwellings and associated garages (with access). Decision: Appeal Dismissed.

APP/D3505/W/21/3269479: Plough and Fleece Inn, Great Green, Cockfield IP30 0HJ • The appeal is made under section 78 of the Town and Country Planning Act 1990 against a refusal to grant planning permission. • The appeal is made by R East & J Sadler against the decision of Babergh District Council. • The application Ref DC/20/04886, dated 30 October 2020, was refused by notice dated 22 December 2020. • The development proposed is the Change of use of public house to a single dwelling. Decision: Appeal Dismissed.

7. Finance:
7.1 To receive a financial statement and report, including the latest position with the 2021-2022 Council budget
7.2 To authorise Payments as presented and to note Income received.
7.3 To approve the quotation of Tarling Fencing to supply and install Rabbit & Deer Proof Fencing around the Glebe Land Allotments and to supply and install two pairs of security gates.

8. Neighbourhood CIL:
To receive an update from Cllr Morley on the new Bus Shelter.

9. Future of the Village Minibus:
To receive an update on Marketing opportunities and options relating to the future of the minibus from the Working Group. (Cllrs Southgate, Brinkley, Morley, Levett and Golding).

10. Queens Platinum Jubilee Celebrations 2022:
10.1. To receive an update from Cllr Cutting-Keyton on arrangements and costs for the Queens Platinum Jubilee Celebrations.
10.2. To consider a proposal from Cllr Morley to purchase an Elm tree to commemorate the Queen’s Platinum Jubilee as part of the Green Canopy Celebration.

11. BMSDC Draft Housing Land Supply Position Statement Consultation:
To consider making a submission (Note: Consultation Period 3/11/21 – 17/12/21).

12. Maintenance Schedule and Asset Management:
12.1 Maintenance Calendar (Full review, February, June, October only)
To undertake full review of 2021/2 Maintenance Requirements for budget preparation purposes.

12.2.2 Glebe Land: To consider a proposal from Cllr Webster for the Parish Council to purchase annual membership of the National Allotment Society at a cost of £55.00 + VAT.

15. Budget & Precept 2022/23 Key Dates
• 18/11/21 – Indicative Tax Bases issued by BMSDC
• Early January 2022 – Final Tax Bases issued by BMSDC
• 14/01/22 – Draft Budget prepared by Clerk & circulated to Cllrs in advance of PC Meeting
• 20/01/22 – Ordinary Parish Council Meeting (one week earlier than usual to enable any changes to be made and/or revised Budget Finalised).
• 27/01/22 – Provisional date for Exceptional Parish Council Meeting (if needed) to approve any Budget changes and Precept Forms to be signed by Clerk & Chairman and submitted to BMSDC
• 31/01/22 – Latest date for submission of Precept
