Members of the Council:

You are hereby summoned to the Extraordinary Meeting of the Parish Council which will be held in the Village Hall on Tuesday 21 December 2021 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend the meeting and may address the Council, during the Public Participation Session, Item 5 on the agenda. Please note, that due to Covid Restrictions, all attendees will be required to a) wear face masks at all times during the meeting, b) provide contact details on arrival and c) social distance whilst in the building.  Additionally, attendees are only asked to come to the meeting if they have taken a Rapid Lateral Flow Test in the previous 24 hours and obtained a negative result.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person is normally able to film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions.

AGENDA

1. To receive any apologies for absence.

2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.

3. To approve the minutes of the Ordinary Meeting of the Parish Council held on 25 November 2021.

4. Public Participation Session: (15 minutes).

5. The Plough & Fleece – ACV Community Right to Bid:
To provide an update on the AVC Community Right to Bid process, to understand the timescales/procedures involved and to assess level of public support.

6. Planning:
6.1 To consider any applications received which have been referred to the Parish Council:

DC/21/06318: Householder Planning Application- Erection of cart lodge to front of dwelling and outbuilding to rear of garden: Hardwick View, Cockfield, Suffolk, IP30 0LB (Consultation Deadline 16/12/21 – Extended until 19/01/22)

DC/21/06416: Application for works to trees in a Conservation Area: Reduce crowns of 1no Silver Birch (T1) and 1no Ash (T2) by 40% to previous cutting points: Lanterns, Cross Green, Cockfield, Suffolk IP30 0LG. (Consultation Deadline 17/12/21)

DC/21/05655: Application for Outline Permission (Access points to be considered, Appearance, Layout, Scale and Landscaping reserved) Town and Country Planning Act 1990 – Erection of 1No self-build dwelling and cart lodge: Land at Wix House, Great Green, Cockfield, Suffolk IP30 0HQ. (Consultation Deadline 27/12/21)

DC/21/06559: Householder Application – Erection of two storey side extension (following demolition of existing garage). Construction of dormer windows to roof slope to utilise existing attic space to provide bedrooms. Render all elevations to the whole house and erection of detached garage: Trinity House, Windsor Green, Cockfield, Bury St Edmunds Suffolk IP30 0LY (Consultation Deadline 27/12/21)

DC/21/03681: Proposal & Location of Development: Application for Outline Planning Permission (all matters reserved) Town and Country Planning Act 1990 – Erection of 8No self-build dwellings (re-submission of part of Hybrid Application approved under DC/17/05332). Land Adjacent To, Mackenzie Place, Cockfield. Decision: Outline Planning Permission Has Been Granted

DC/21/05600: Proposal & Location of Development: Householder Application – Erection of single storey linked extension The Long House, Parsonage Green, Cockfield, Suffolk IP30 0HB.
Decision: Planning Permission Has Been Refused

DC/21/05601: Proposal & Location of Development: Application for Listed Building Consent – Erection of single storey linked extension The Long House, Parsonage Green, Cockfield, Suffolk IP30 0HB.
Decision: Listed Building Consent Has Been Refused

DC/21/02648: Application for a Non-Material Amendment relating to DC/21/02648 Adjustment to the intended sub-division of garden amenity land between the host dwelling (Nr 8) and proposed dwelling. 8 Mackenzie Place, Cockfield, Suffolk, IP30 0HY
Decision: Amendment Detail Has Been Approved

7. Finance:
7.1 To authorise Payments as presented and to note Income received.
7.2 To approve two quotations from Acorn A/C Ltd of £92.12 + VAT to supply and install a PIR sensor at the Pavilion and for £260.48 + VAT to drain down the gas from the A/C system, undertake leak tests, repair leaks and refill A/C system with new gas. (Note: These costs compare with £172 + VAT and £604 + VAT respectively from Adcocks Ltd).
7.3 To approve Acorn A/C Ltd as an alternative contractor (to Adcock Engineering Ltd) to undertake the annual maintenance in 2022 at a cost of £175 + VAT. Note: The Acorn price represents a saving of 35% on Adcocks Ltd 2021 price.

8. Neighbourhood CIL:
To receive a progress update from Cllr Morley on the proposed new Bus Shelter at MacKenzie Place.

9. Matters to be brought to the attention of the Council either for information or for inclusion on the agenda of a future Ordinary Meeting.

10. Next Meeting:
The next Ordinary Meeting of the Parish Council will be held on Thursday 13th January 2022 at 7.30pm, in the Village Hall.
