Parish Council Meeting May 26th – Agenda

Members of the Council:

You are hereby summoned to the Annual Meeting of the Parish Council which will be held in the Village Hall on Thursday 26 May 2016 at 7.30pm for the purpose of transacting the business below.

Members of the public:

Members of the public are welcome to attend and may address the Council, following item 11 on the agenda, when the meeting is adjourned.

Reporting on Meetings

Except where members of the public have been excluded due to the confidential nature of the business, any person may film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions. Would any person intending to report please give notice before the start of the meeting to the Clerk or Chairman of the Council to enable reasonable facilities to be afforded.

AGENDA
  1. To elect the Chairman of the Council for the coming year.

 

  1. To receive the Chairman’s Declaration of Acceptance of Office.

 

  1. To elect the Vice-Chairman of the Council for the coming year.

 

  1. To receive any apologies for absence.

 

5.  To receive, from Members, any declarations of interest in items on the  agenda in accordance with the Council’s Code of Conduct.

6.   To approve the minutes of the Ordinary Meeting of the Parish Council  held on 28 April 2016.

7. To agree any Council committees, sub-committees and/or working groups and their membership.

  1. To appoint Members to external bodies, as appropriate.

 

  1. To appoint Council officers.

 

  1. To appoint Council portfolio-holders

11.       Finance:

11.1    To receive a financial statement and report, including the latest position with the 2016-2017 Council budget.

11.2    To authorise payments as presented and to note income received.

11.3    To consider the options for renewing the Council insurance and to take  action as appropriate.

11.4    To conduct the annual review of the current salary of the Parish Clerk, as  required by the contract of employment, and to take action as appropriate.

 

12.       Council Governance:

To review the Council decision last September to change the frequency and start time of Council meetings; and given the need to provide for the effective and    timely consultation of planning matters, to consider the number and type of meetings required for 2016-2017.

 

13.       Adjournment for:

15.1    To consider any applications received.

15.2    To note any applications considered the deadlines for which were in
advance of this meeting including:

B/16/00527 – Earl’s Hall Farm, Earl’s Hall Road – notification for prior approval of proposed change of use of agricultural building to dwelling house (use class C3) and for associated operational development – Council had no objection;
B/16/00438 – Rookery Farm, Windsor Green – erection of grain store – Council had no objection;
B/16/00535 – The Laurels, Chapel Road – erection of two-storey rear extension and insertion of one window to en suite – Council had no objection;
B/16/00591 – Hope House, Cross Green – notification for prior approval of proposed change of use of agricultural building to dwelling house (use class C3) and for associated operational development – Council had no objection; and
B/16/00408 – Hope House, Cross Green – conversion of former agricultural barn to dwelling house; construction of access; and erection of two-bay cart lodge (following demolition of existing outbuilding and stable block) – Council had no objection.

15.3    To note any Babergh DC planning permissions/refusals received.
