Members of the Council:
You are hereby summoned to an Ordinary Meeting of the Parish Council which will be held in the Village Hall on Thursday 26 April 2018 at 7.30pm for the purpose of transacting the business below.
Members of the public: are welcome to attend and may address the Council, following item four on the agenda, when the meeting is adjourned.
Reporting on Meetings
Except where members of the public have been excluded due to the confidential nature of the business, any person may film, photograph, audio record or use social media to report on meetings of the Council, including any public comment and/or questions. Would any person intending to report please give notice before the start of the meeting to the Clerk or Chairman of the Council to enable reasonable facilities to be afforded.
1. To receive any apologies for absence.
2. To receive, from Members, any declarations of interest in items on the agenda in accordance with the Council’s Code of Conduct.
3. To approve the minutes of the Ordinary Meeting of the Parish Council held on 29 March 2018.
4. ‘Assets of Community Value’/’Community Right to Bid’ Scheme:
Discussion and Questions with Stef Osbourne, Babergh District Council
To review the process and to consider any village assets which the Council might wish to pursue under the scheme.

6.1 To note applications received which have been referred to the Planning Consultation Group:
DC/18/01406 – The Threshing Floor, Great Green – erection of two dwellings; and
DC/18/01312 – 4 Windsor Green – erection of two-story rear extension; and erection of front entrance porch.
6.2 To note any applications considered the deadlines for which were in advance of this meeting including:
DC/18/01014 – agricultural building opposite Mill House, Bury Road – creation of new vehicular access. Council had no objection;
DC/18/01213 – The Abbey, Bury Road – erection of three detached dwellings and enlargement of an existing vehicular access. Council supported the application on the basis of the type, mix and design of the proposed development, the inclusion of an affordable bungalow and sufficient off-street parking;
DC/18/01292 – Chapel Cottage, Chapel Road – change of use of arable land to the rear of Chapel Cottage (formerly Panells) to residential garden (to serve Chapel Cottage). Council had no objection; and
DC/17/05302 – The Croft, Windsor Green – erection of one and a half- storey front extension, single-storey rear extension, insertion of new dormer to front elevation, detached garage/carport and formation of new vehicular access. The Council was concerned that a non-material amendment proposed was not consistent with the character of the surrounding area.
6.3 To note any Babergh DC planning permissions/refusals received including:
DC/18/00520 – granted – Chapel Road, Green Lane – erection of two semi-detached dwellings.
7.1 To receive a financial statement and report, including the final position with the 2017-2018 Council budget.
7.2 To authorise payments as presented and to note income received.
7.3 To confirm the updated budget for 2018-2019.
8. General Data Protection Regulation:
To consider the steps necessary to implement and comply with the General Data Protection Regulation (effective 25 May) and to take action as appropriate.
9. Community Infrastructure Levy (CIL):
To receive clarification on the scope and use of the CIL.
10. Dukes Meadow:
To consider options for how the Council might wish to deal with the future of the land currently owned by Babergh District Council:
(a) To manage the land on behalf of Babergh District Council through a service level agreement;
(b) To manage the land through a lease or license arrangement; or
(c) To have the land transferred to the Parish Council which would then be responsible for its management.
To receive a recommendation, with costs, for the acquisition of a defibrillator.
12. Telephone Kiosks:
To review the situation with regard to a volunteer to undertake the painting of the kiosks and to consider uses to which they might be put.
13. Cross Green:
To receive a recommendation, with costs, for work to protect the Green.
Given the withdrawal of dedicated support from Babergh District Council to purchase the necessary kit to enable the Parish Council to take ownership of and provide for the annual litter-pick in the village.
15. Village Hall Sound System:
To receive information on a proposed system for the Hall, to consider funding options and to take action as appropriate.
16. Council Meetings:
To review the structure of meetings and how best to deal with both project/initiative reports and those reports of a regular, on-going nature.
To consider the list of correspondence received and to take action as appropriate.
